I As the City Council is aware the resale price of recyclables significantly increased this past .1 summer, since that point however those prices have declined somewhat and then have stabilized over the past several months. In discussing these trends with people in the recycling industry, they are forecasting the current price being paid for recyclables is reflective of the actual market - I conditions. Therefore, the prices currently being paid for recyclables should remain relatively constant, unless a major expansion or contraction of the market occurs. The City should realize I considerable savings, relative to past expenditures, in this contract period due to these adjustments in the price being paid for recyclables by the industry. These savings can be summarized as follows: . This budgeted amount was based on the estimated residential recycling costs being I $4,800.00 per month. The proposed residential recycling contract would be $4,714.00 per month ($2.00 per household x 2,357 households) which would be $56,568 annually. The Staffis supportive of modifying the baseline for residential recycling costs from a tonnage basis to a per . household basis. This modification allows the City to more precisely predict its expenditures on a monthly or on an annual basis. Recommendation . Authorize the Mayor and the City Administrator to execute the attached curbside recycling service agreement with E-Z Recycling for the calendar years of 1996 and 1997.
