I .
I. CITY OF ARDEN fiLLS
MEMORANDUM
. -
DATE: December 26,1995
I TO: Mayor and City Council
I FROM: Kevin Ringwald, Community Development Director ~
SUB.JECT: Agreement for Curbside Recycling Services - 1996 and 1997
I Request
The City Council is requested to authorize the Mayor and the City Administrator to execute the
I curbside recycling services agreement with E-Z Recycling.
Background
I Attached to this memorandum the City Council will find the curbside recycling service
agreement with E-Z Recycling for the calendar years of1996 and 1997. The City's current
I contract with E-Z Recycling is based on the monthly recyclable tonnages, at a cost of $85 per
ton, and covered a period of time from January 1, 1994 to December 31, 1995. In discussions
with E-Z Recycling they have proposed to provide this service for $2.00 per household for the
Ie weekly collection of recyclable materials for the calendar years of 1996 and 1997. The proposed
cost for this service is competitive with the costs that the adjacent cities have received in
competitive bids situations. Those costs can be summarized as follows:
I City Service Cost Timing Length Last
Provider of of Contract
I Service Contract Update
New Brighton E-Z Recycling $1.90lhousehold two weeks two years 12/1995
I Mounds View* NA NA NA NA NA
.
I Roseville Super Cycle $2.l0lhousehold two weeks one year 12/1995
Shoreview Super Cycle $2.07Ihousehold two weeks five years 12/1994
I * Individual homeowners responsibility to contract for recycling services
E-Z Recycling has also stated that they would provide the service for $80.00 per ton for the
I weekly collection ofrecyclable materials. This alternate would then return $5.00 per ton to the
City for the purchase of residential recycling bins. Assuming bins cost $10.00 per bin and the
City maintained its 1994 recycling tonnage of773.66 tons, then during the two year life of this
I contract the City could provide 773 residential recycling bins to its residents, which is
approximately 33 percent of the City's 2,357 households. The estimated annual cost of this
.- alternate would be $61,892.80 ($80/ton x 773.66 annual tonnage).
.
