to develop a plan to provide Utility Services to the subject property. This specifically involves <br />identifying plausible sources for Sanitary Sewer and Watermain to serve the site, while securing <br />easements across adjacent parcels to provide a route for those same utilities. Some of these <br />easements were prescribed by the Federal Government to Ramsey County at the transfer of the <br />TCAAP site to the County some years ago. Unfortunately, the GSA did not understand or <br />anticipate the sources for Utilities that were going to be needed to make the subject property <br />developable. Subsequently, during the last few months, we have been unable to secure those <br />easements from the adjacent landowner, Ramsey County, across what is intended to be their <br />future Park area to the west of the Primer Tracer site. And it has become clear that the County is <br />not interested in granting any easements, at this time, even with our offer to pay for all of these <br />improvements unilaterally. <br /> <br />We simply cannot proceed to close on the subject parcel without some plan to provide services to <br />the site so as to allow for development. <br /> <br />Attached please find concepts for the preferable routing of Utilities in the area, along with <br />alternatives to serve the site and allow for Industrial development. We will be prepared to illustrate <br />and discuss these options in more detail with Council and Staff. <br /> <br />Generally, it appears that there are solutions for providing Watermain to the Primer-Tracer site by <br />routing that utility around the Ramsey County property. This is not preferable financially and will <br />result in additional length of service to maintain in the future, but this part of the solution seems <br />entirely feasible and workable. <br /> <br />Providing Sanitary Sewer service to the subject property, without Ramsey County’s cooperation, <br />is another matter. We have prepared alternatives for review by Council that will work in the interim <br />and allow for development of the site to proceed. <br /> <br /> <br />CONCLUSION <br /> <br />Providing Utility Services to the Primer-Tracer site is essential in making the site <br />developable. This will likely require some interim solutions with regard to Sanitary Sewer <br />service to the subject property. <br /> <br />Discussion Items: <br />*Review of the Alternatives for providing Sanitary Sewer and Watermain to the Primer-Tracer <br />site. <br />*We are asking for direction from Council on the acceptability of one or more of these <br />Alternatives. <br />
