Page 1 of 2 <br /> <br />AGENDA ITEM – 3A <br /> <br />MEMORANDUM <br /> <br />DATE: May 28, 2024 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Jessica Jagoe, Community Development Director <br /> David Swearingen, Public Works Director <br /> <br />SUBJECT: Maplewood Development - Primer Tracer Property <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />The Council should discuss information on installation of utility infrastructure submitted by <br />Maplewood Development (“Applicant”) for property owned by the Federal Government <br />commonly referred to as the “Primer Tracer” property (“Subject Property”). The Applicant is <br />seeking feedback from the City Council on interim considerations for extension of sewer and <br />water services for future development of the 62 +/- acres prior to purchase of the Subject <br />Property from the Federal Government. <br /> <br />The Concept Plan Review process is an opportunity for the City Council to provide comments <br />and ask questions regarding proposed developments. A concept review is considered advisory <br />and is nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). No <br />formal action can be taken at a Work Session. A formal application will be subject to the full <br />review process, including a public hearing with Planning Commission and City Council review. <br /> <br />Background <br /> <br />Last year, the Federal Government held an auction administered by GSA to sell the Subject <br />Property “as is”. The auction outlined that the Buyer purchasing the property would be <br />responsible for handling all of the processes associated with the future development of the site <br />(i.e. land use approval, demolition, permitting, etc.). The Applicant was the high bidder at the <br />end of the auction and is completing their due diligence prior to purchase. <br /> <br />Since the action, the Applicant has held a number of discussions with representatives from the <br />Cities of Arden Hills and Shoreview as well as Ramsey County to explore options for the <br />extension of sewer and water services to the Subject Property.
