bounded by the Ardens Hills Army Training Site on the north, east, and south and the Rice Creek <br />Corridor on the west. <br /> <br />Maplewood Development, Inc. and it’s affiliate, Belair Sitework Services, Inc., will undertake to <br />demolish older, existing, abandoned buildings which are all past their useful life and are no longer <br />being utilized by the United States Government. Additionally, sitewide environmental remediation <br />work will be undertaken under permit with the Minnesota Pollution Control Agency (MPCA). <br />This preparatory work is estimated to take 4-6 months. <br /> <br />Site topography is generally flat on the subject site, but it is surrounded by significant elevation <br />and natural environmental changes along its’ perimeter, with a man-made berm on the south edge <br />of the property to the north and natural grade changes to the west and south, including natural <br />wetlands which provide significant separation from all developed areas and, specifically, <br />separation from future proposed development to the south and east. Ramsey County Parks owns <br />property to the west and there are plans to improve that area with trails and perhaps, other Park- <br />related facilities. <br /> <br />The site will be accessible through an Easement granted by the United States Government to <br />Ramsey County as Grantee and to the Hillview Property Owner as Sub-Grantee. This 100’ wide <br />Easement dictates that a private road is to be constructed, maintained, and operated by the parties <br />to the Easement Agreement, in perpetuity. The width of the Easement allows for municipal <br />services to be constructed to serve both properties from County Road I south to both sites, but the <br />question of where Sewer and Water can best serve these properties must be addressed now. <br /> <br />The Consulting Engineer for the Developer, Alliant Engineering, has reached out to the City of <br />Arden Hills Public Works Department, as well as the City of Shoreview Public Works Director, <br />to determine the most feasible, least intrusive, and easily maintained source and system for this <br />connection. There are two possible sources that will be illustrated during Concept Review for <br />consideration by the Council, as this is the key component in determining the developability of the <br />site.through an agreement between Ramsey County and the owner of the Property. The <br />width of the easement was planned to accommodate municipal services t <br />LAND USE AND ZONING DESIGNATIONS <br /> <br />The development Property is guided for the following land use within the City’s 2040 Land Use <br />Plan: <br /> <br />P/OS Park & Open Space <br /> <br />In spite of the current open space zoning on the Hillview parcels, we believe that the proposed <br />development plan is consistent with the City of Arden Hills goals for the property and is the highest <br />and best use for this site in particular. The following is a summary of primary project elements <br />currently proposed: <br /> <br />• Creation of an Office-Warehouse Park with a variety of Buildings and Uses as shown. <br />• Infrastructure turn lane improvements to County Road I. <br />• Construction of an Access Road to be Operated and Maintained by Joint Agreement with <br />Ramsey County.
