�HKGi <br />5/24/2024 <br />Zoning and Subdivision Ordinance Revisions <br />City of Arden Hills <br />Conduct a first round of public engagement in accordance with the community engagement <br />plan to introduce the project, identify issues, and begin identification of areas where <br />context -sensitive regulations may be needed. In addition to a general opportunity forthe <br />public to provide input, it is recommended that this round include stakeholder meetings, <br />such as with property owners, developers, design professionals, and/or in districts where <br />updates are particularly targeted. <br />Conduct a joint meeting of the City Council and Planning Commission to present initial <br />findings of the diagnosis, and seek input on issues, opportunities, and priorities <br />Identify minor code updates, such as formatting, inconsistencies, and typos. <br />DELIVERABLES <br />• Zoning and Subdivision Code Diagnosis Report <br />• Meeting materials as needed, including agendas, packet materials, and presentations <br />• Community engagement meeting materials such as marketing materials, agendas, and <br />presentations <br />• Summary of community engagement input <br />• Online content/website update <br />CITY RESPONSIBILITIES <br />• Coordinate meeting scheduling <br />• Attend Staff, joint, and community engagement meetings <br />• Coordinate input from other City departments <br />• Take formal minutes at official meetings if required to meet City policies <br />• Review and comment on the draft meeting and summary materials <br />• Assist with web updates if City website is hosting the project page <br />Phase 3: Prepare Draft Codes <br />Phase three is when the technical updating and drafting of regulations occurs. The draft code is <br />proposed to be reviewed in sections by Staff and the Planning Commission. It is also recommended <br />that at least one joint meeting of the City Council and Planning Commission occur in this phase of <br />the project. As requested by the City, HKGi will provide a list of minor codes updates that address <br />formatting, inconsistencies, and typos so that these may be corrected in 2024 prior to larger changes <br />being brought forward in 2025. <br />TASKS <br />Prepare minor code update language for Staff to bring to the Planning Commission and City <br />Council <br />• Prepare the draft regulations in a series of modules. Based on our past experience, helpful <br />groupings of sections for modules include: <br />o Zoning districts and uses (purposes, uses, lot dimensions, site dimensions) <br />o General development standards and provisions (off-street parking, landscaping, <br />fencing and screening, etc.) <br />
