�HKGi 5/24/2024 Zoning and Subdivision Ordinance Revisions City of Arden Hills Conduct a first round of public engagement in accordance with the community engagement plan to introduce the project, identify issues, and begin identification of areas where context -sensitive regulations may be needed. In addition to a general opportunity forthe public to provide input, it is recommended that this round include stakeholder meetings, such as with property owners, developers, design professionals, and/or in districts where updates are particularly targeted. Conduct a joint meeting of the City Council and Planning Commission to present initial findings of the diagnosis, and seek input on issues, opportunities, and priorities Identify minor code updates, such as formatting, inconsistencies, and typos. DELIVERABLES • Zoning and Subdivision Code Diagnosis Report • Meeting materials as needed, including agendas, packet materials, and presentations • Community engagement meeting materials such as marketing materials, agendas, and presentations • Summary of community engagement input • Online content/website update CITY RESPONSIBILITIES • Coordinate meeting scheduling • Attend Staff, joint, and community engagement meetings • Coordinate input from other City departments • Take formal minutes at official meetings if required to meet City policies • Review and comment on the draft meeting and summary materials • Assist with web updates if City website is hosting the project page Phase 3: Prepare Draft Codes Phase three is when the technical updating and drafting of regulations occurs. The draft code is proposed to be reviewed in sections by Staff and the Planning Commission. It is also recommended that at least one joint meeting of the City Council and Planning Commission occur in this phase of the project. As requested by the City, HKGi will provide a list of minor codes updates that address formatting, inconsistencies, and typos so that these may be corrected in 2024 prior to larger changes being brought forward in 2025. TASKS Prepare minor code update language for Staff to bring to the Planning Commission and City Council • Prepare the draft regulations in a series of modules. Based on our past experience, helpful groupings of sections for modules include: o Zoning districts and uses (purposes, uses, lot dimensions, site dimensions) o General development standards and provisions (off-street parking, landscaping, fencing and screening, etc.)
