Giga works for the City of Roseville <br /> and is contracted out for the Ci -e "= g needs. <br /> The current assessment policy . FTC in place for three years, and with the last two street <br /> improvement projects, several issues'`-`.ve arisen. Staff recommends some revision to the policy, <br /> to be less restrictive in some areas and have further clarification in other areas. This would <br /> minimize deviation from the policy. <br /> Assessments include the cost of street reconstruction or mill and overlay costs, plus a set <br /> overhead fee. According to the policy, assessments are set prior to the start of the project and are <br /> based off of estimates. The past two projects were modified to be based off of the contract bid <br /> prices. The first question to consider is the timing of the assessments. Do we want to assess <br /> based on estimates before the project is bid, contract bids once the contract is awarded, or actual <br /> costs after the project is done? Johnson wanted to know if it is possible to have two assessments <br /> on one project. Assess 80% prior to construction and 20% after construction. Statute 429 will <br /> not allow two assessments on one project.
