5/13/08 FPAC MINUTES <br /> IQEN_HILLS <br /> • <br /> the <br /> redevelopment plans never had more than 3 of the 5 council members' support. He <br /> p <br /> pointed out it has been 10 years since the City has actively participated in financing for <br /> development. Maurice asked if the Roseville Council had ever been approached with <br /> funding requests in the past. Mr. Miller indicated they had,but the answer was always no <br /> until the 2006 Twin Lakes Redevelopment project. Jeff asked if a"hindsight review"had <br /> ever been performed on any development project. Mr. Miller indicated, to his <br /> knowledge, it did not appear that type of analysis was ever performed. He noted the City <br /> will have"look back"provisions from now on. Mayor Harpstead inquired as to what <br /> type of benefits or assets that City has received as a result of TIF money collected. Mr. <br /> Miller noted a lot of TIF monies were used for recreational facilities. These were <br /> legitimate uses at the time,but are no longer allowed uses of TIF monies. Mr. Miller <br /> commented that it has been his experience that redevelopment rarely occurs on the first <br /> go round. Mr. Ruff agreed with that statement as well. <br /> 4. REPORTS <br /> A. Mayor Harpstead noted the City has hired = ity Administrator who will start <br /> on Monday, May 19. One of the project :-e will ;Iv, ocusing on is the hiring of a <br /> few open staff positions within the Cit . .•r Harpstead also noted the B-2 <br /> Steering Committee has formed and h. ' r first meeting. The Hwyl0/CoRd96 <br /> intersection is moving forward on a"cons'',a. ,t and deliberate"process. A <br /> position paper was agreed uponfi ,� 4County appears to be moving <br /> ahead with the project without wait r t e City. They do appear to be <br /> including some City input. <br /> B. Jim shared his idea of give financial incentive for developers to use less TIF <br /> money as possible. L, e he thinks TIF monies always get used up <br /> because there is no centiv's ':,e not use them. <br /> • <br /> 5.
