<br />81 <br /> <br />:MlEUTES OF THE REGUIAR bi:EE'l'IlIG OF 'lEE COUl/CIL OF THE <br />TILLAGE OF ABDElI HILlS <br />Held in the Town Hall, Monday, Augu.st 2.5~, 19.52 <br /> <br />04th Meeting) <br /> <br />The meeting was called to order promptly by Mayor Cummings. <br /> <br />. <br /> <br />:MlEUTES: By motion of DeLallge seconded by McClung the mimtes of the <br />special meeting held August 6th were approved as read by the clerk. <br /> <br />ROLL CALL: Cummings, Doepner, McClung, DeLallge, Mack present. <br /> <br />. <br /> <br />PETl':rIONS, RmlO:NSTRANCES, Em.: <br /> <br />(1) :Mr. P. L. Pheilsticker of 1431 W. Arden Place, and others, appeared <br />about blacktopping streets. The mayor then gave cost data from memory based <br />upon a 1Il'itten proposal made by Contractor Craig to Bob Ashbach, a member of <br />the Pllblic 'forks Committee, that the work could be done after October ls t if <br />the people wanted it, at a saving of about 1/3d of prevailing costs. Craigs <br />woold lay the blacktop 2t' thick at $7000.00 per mile or 20-ft. width, and at <br />$6,440.00 per mile of lS-ft. width, or at an average cost of $1.'2 ""'.1.20 per lineal <br />,fOot. Village Building Inspector Hu.rlbert mggested that this would be .. <br />good time to empl'oy an engineer to establish street grades. Lastspring Bob <br />Aahbach, who is an engineer, reported to the council that some. village streets <br />are stabilized sufficiently for blacktopping, while others are not, and that <br />it would take from three to four years to get all existing village streete in <br />shape for that type of BlU':tll.cing. Village AttorIlSY Courtney outlined the legal <br />procedu.re for ordering the work done and paying for it by the village and/ar <br />property owners. By motion of Doepner seconded by DeLange, the c=11 voted <br />"that when we adjourn we adjOtl1'n to meet on Thursday, September 4th, at 8 <br />O'ClOCk in the Town Hall for the purpose of holding a preliminary hearing on <br />blacktopping roads," and thereafter the olerk made an announcement thereof to <br />the meeting and said he 'llould publish a notice in the official newspaper and <br />TWin Cities papers. <br /> <br />(2) :Mr. Rene Bourdeaux, Box 403 Jie'll Brighton, who lives near the New <br />Brighton public dump, inquired about what regu.lations the village has permitting <br />the feeding of hogs within the village limits. At MllClung's Sllggestion, the <br />mayor referred the inquiry to the Pllblic Welfare Committee, Public Safety <br />Committee, and the Mayor's Planning Committee far study. <br /> <br />(3) Building Inspector Jlnrlbert inquired if we can expedite passage of an <br />ordina1llle regarding building and occupa1lllY of basement homes. In this CJIlIll1eC- <br />tion the relevant cases of Klddon and Johnson, mentioned previously in the <br />council'smimtes, were discussed, and while no formal action was taken by the <br />council, these people are to be notified that no extensions will be granted <br />upon expiration of their permission, the notice to be mailed thirty days prev- <br />iOllS to expiration. <br />
