The Applicant is proposing 54 parking stalls. As noted in their narrative, the Headquarters facility
will generally have five (5) full time staff members that would maintain typical Monday through
Friday 8 to 5 business hours. The fire station will have a crew of three (3) Firefighters on duty 24/7
to respond to fire and emergency medical service (EMS) calls. In addition, this facility will be used
for classroom and hands-on training with groups ranging from 10-40 firefighters in attendance a
few times each week. At its July 10, 2024 meeting, the Planning Commission made a
recommendation for the approval of the parking plan as presented.
C. Driveways — Recommended Condition
Within the parking requirements, the City has a standard for the maximum driveway width for
residential and commercial, but not public use. As an example for commercial, the maximum
driveway width is 32 feet on City streets. The Applicant is proposing two (2) driveway accesses
along Pine Tree Drive. The southerly access is proposed to be 117 feet and the northerly access is
proposed to be 28 feet.
An initial comment from the Consultant Engineer was the spacing between Bethel's main entrance
and the proposed employee entrance should be reconsidered to provide more spacing. Upon review
of the Application, the Public Works Director/City Engineer provided comment in a
PW/Engineering Division memo dated June 27, 2024 (Attachment J) for the Applicant to review
northern driveway access distance as it relates to the existing driveway access from the property
to the north and to review southern driveway access to better align with the driveway access across
Pine Tree Drive, if possible. At the July 10 Planning Commission meeting, it was recommended
as a condition of application approval that all items identified in the June 27, 2024 memo be
addressed and adopted.
4. Sign Code — Section 1240.02
A. Freestanding Signs — Verification Needed
The Subject Property is located in Sign District 7. Properties in Sign District 7 are allowed one
(1) freestanding sign measuring up to 25 square feet in copy area and not exceeding eight (8) feet
in height. Freestanding signs shall be located at least five (5) feet from any property line. Sign
copy area is defined as the area in square feet of the smallest rectangle, circle, or triangle that
contains the sign copy. The Applicant is proposing a monument sign along Pine Tree Drive as
shown on the site plan in compliance with setbacks requirements. The proposed externally
illuminated freestanding sign is five (5) feet in height and has a total sign copy area of 36 square
feet as shown on the sign illustration including logo and text, not address information. Also, the
total area of a freestanding sign shall not exceed 1.5 times the permitted sign copy area of said
sign which would be 37.5 square feet for this application. The Applicant has indicated the
proposed freestanding sign has a total area of 30 square feet (60 inches tall by 72 inches wide).
These dimensions would result in a proposed copy area that exceeds the total sign area. The
Applicant stated at the Planning Commission meeting on July 10, 2024 their intent to comply
with the sign code and that flexibility is not being sought for signage. Staff will confirm the
conformance of the proposed signage with the sign code during the sign permit review for each
individual sign. Sign materials are noted to be consistent with building materials. The sign plan
is shown in Attachment G.
B. Wall Signs — Meets Requirements
Properties in Sign District 7 are allowed wall signs up to 45 square feet. The Applicant is
proposing two (2) non illuminated totaling 28 square feet of wall signs to be located on the east
and west elevations at the apparatus bays. The sign plan is shown in Attachment G.
