JOINT CITY COUNCIL WORK SESSION — JUNE 17, 2024 2 <br />Arden Hills Recreation Supervisor Johnson noted about half of the programs offered by Arden <br />Hills are collaborative. <br />Mounds View Superintendent Thomas noted additional collaboration with recreation <br />programming is happening this fall. <br />The two Councils thanked the Recreation Staff for their presentation and encouraged future <br />collaboration. <br />1C. Development Project <br />Shawn and James O'Keefe of the Minnesota Tournament and Wellness Center gave an overview <br />of a tournament facility they are pursuing in the northern suburbs, they stated the area it would <br />primarily serve is north of Saint Paul and east of Minneapolis. They noted it is a private, for -profit <br />entity that would be running the project. They noted the initial capital outlay for the project is <br />$100 million, which they are seeking a fifty-fifty split between private and public funding. They <br />estimated the economic impact to the area would be over $23 million annually. <br />Mounds View City Administrator Zikmund noted they have been building a coalition of <br />partners who are interested in the project, and the next step is site selection and discussed the <br />possibility of the project going on Rice Creek Commons. <br />James O'Keefe noted they need a minimum of twenty acres but could utilize up to forty acres. <br />Community Education Director Brown discussed the challenges regarding limited field space <br />at the schools and being dependent on good weather and how this facility would benefit the <br />school district. <br />Mounds View City Administrator Zikmund discussed next steps including setting up a future <br />meeting with Alatus for collaboration on Rice Creek Commons. <br />James O'Keefe highlighted the opportunities for ongoing use of the facility by the surrounding <br />communities for reasonable fees due to the initial public investment in the project. <br />1D. Organized Trash Collection <br />City of Arden Hills Councilmember Monson and Mayor Grant noted the Arden Hills Council <br />has discussed organized collection and is interested in learning more and hearing about Mounds <br />View's experience. <br />Mounds View Mayor Lindstrom gave an overview of Mounds View's experience with the <br />organized collection process. In his opinion, the core issue with organized collection is the <br />discrepancy in rates between customers and the fees and surcharges that are added to customers' <br />bills. <br />The other members of the Mounds View City Council discussed organized collection and the <br />challenges they have been facing as they navigate the process. <br />
