a. Create a new Subdivision 6 — Event Center Additional Conditional Use Permit <br />Criteria that establishes the requirements and criteria for a conditional use permit <br />for Event Center as a conditional use in the B-2 Zoning District. <br />Proposed language: <br />A. In addition to meetingtquirements of Section 1325 and 1355.04 Subd 4, event <br />centers shall conform to the following: <br />1. The occupancy of the building must never exceed the occupancy load posted based <br />on the Fire Marshal's determination. <br />2. The serving of alcohol shall be subject to Minnesota State Statute and Chapter 5 - <br />Alcoholic Beverages of the Arden Hills City Code requirements and is permitted <br />only in conjunction with a private event that is not open to the public. <br />3. Licensing information from the Ramsey County Sheriff's Office may be <br />requested by City. City could at its discretion request licensing information from <br />the County Sheriffs Office. <br />4. A security plan shall be submitted and approved by the City; <br />5. A noise mitigation strategy shall be submitted and approved by the City_ <br />B. In addition to meeting tquirements of Section 1325 and 1355.04 Subd 4, the City <br />may: <br />1. Prohibit access from a predominantly residential street; <br />2. Restrict the hours of operation for loadingdocks; <br />ocks; <br />3. Require greater than minimum setbacks for structures and driveways; <br />4. Require opaque screening to eliminate headlight glare; <br />5. Impose any other restriction it deems to be in the public interest. <br />For research, staff conducted a survey of other local ordinances and found that Cities of New <br />Brighton, Roseville, Shoreview, Little Canada and Vadnais Heights have language that allows for <br />similar uses with a majority of communities requiring a conditional use permit in at least one <br />commercial zoning district. Parking requirements were also reviewed and fell between one (1) <br />space for every three (3) seats and one (1) space for every four (4) seats. Staff contacted New <br />Brighton staff and heard that the primary concerns were proximity to residential neighborhoods <br />and the liquor licensing of vendors. Staff has drafted special requirements for event centers <br />language that considers these potential concerns. The City Council could suggest additional <br />language for the requirements for an event center use related to proximity to residential <br />neighborhoods and parking requirements. <br />The Applicant has requested for the use of an Event Center to be allowed in the B-2 General <br />Business Zoning District through a conditional use permit. The text amendment as drafted would <br />add "Event Center" as a use permitted by a conditional use permit in the B-2 Zoning District and <br />would add additional criteria to Section 1320.085 Special Requirements for the B-2 General <br />Business District. The City Council may consider adding the Event Center use permitted by a <br />conditional use permit to additional zoning districts. If identified as an amendment, the Special <br />Requirements could be moved from Section 1320.085 and added to General Regulations in a new <br />Section 1325.047 titled Event Center Additional Conditional Use Permit Criteria. The <br />requirements would then be applicable to the zoning districts that the City Council recommends <br />an Event Center be permitted by conditional use permit. <br />The following are items identified by staff that the City Council may wish to discuss and consider: <br />• Zoning Districts <br />Page 6 of 23 <br />
