• Permitted hours of operation in the ordinance. <br />• Permitted maximum occupancy in the ordinance. <br />• Specifying if outdoor space is permitted for an event center and if there would be additional <br />requirements. <br />The City Council is asked to review the drafted text amendments. A public hearing before the <br />Planning Commission is required for an ordinance amendment to the Zoning Code and was held <br />on July 10, 2024. <br />At the July 10, 2024 meeting of the Planning Commission, an amendment was made to the drafted <br />text amendments to Section 1325.06 Requirements for Parking, Loading and Circulation. The <br />Planning Commission voted 6-0 to recommend the approval of amended language for an event <br />center use to require one (1) parking space for every four (4) seats at designed capacity. <br />Plan Evaluation <br />Overview of Proposal <br />Redevelopment <br />The Applicant is proposing the redevelopment of the Subject Property as the Elegant Event Center. <br />Improvements will be made to the exterior finishes of the principal structure, the parking lot, and <br />the site's landscaping. Existing conditions for the site can be found on the site survey in <br />Attachment E. The principal structure will remain on site with enhanced building materials and <br />the proposed plans show the addition of a trash enclosure to the north side of the Subject Property. <br />The parking lot improvements include the removal of the existing covered parking structure and <br />the addition of parking islands for additional landscaping and area lighting for the parking lot. <br />Changes to the parking lot include a removal of several existing parking spaces near the property <br />driveway and the establishment of ADA ramps and surfaces and handicap accessible parking <br />spaces. The Applicant states that the plan is to improve and restore both the building and the <br />property so that it will enhance, not detract, from the surrounding area. <br />Business Operations <br />The Applicant is proposing that the Subject Property be used for three different uses within the <br />same principal structure and that these uses will be established through a phased approach. The <br />Subject Property would have an occupancy load of 567 people. The Applicant intends to cap <br />facility capacity down further to 508 people with a 450-guest capacity for the event center, a 34 <br />guest capacity for the restaurant, with an estimated staff team of 24 staff members for both the <br />event center and the restaurant. The space is conceived to be shared among the uses with some <br />overlap as noted in the evaluation below. <br />Phase I - Event Center <br />In Phase I, scheduled until December 2024, the building and other site improvements would be <br />completed, and the Event Center use would be established. The proposed hours of operation for <br />the event center are 8:00 a.m. to 11:59 p.m. Sunday through Thursday and 8:00 a.m. to 3:00 a.m. <br />Friday and Saturday. The Applicant is requesting City Code Amendments to be allowed to serve <br />liquor through a licensed caterer and would propose liquor service ending at 2:00 a.m. <br />Page 7 of 23 <br />
