The <br />Applicant is working with the Minnesota Department of Human Services to modify an existing <br />Home and Community -Based Services license. The adult day care program would offer activities <br />such as educational programs, arts and crafts, supervised field trips, board games, and group fitness <br />exercise sessions. <br />The adult day care use would use the main hall of the building and a floor plan for the use is shown <br />below. The Applicant has stated that the event center use would not overlap with the adult day care <br />use due to the nature of both uses using the main hall of the building. The adult day care space is <br />shown as accessible through the main entry and the side door with access through the covered <br />patio. The proposed occupancy is 20 service participants and four (4) staff. The proposed hours of <br />operations for Adult Day Programs are 8:00 a.m. to 4:00 p.m. Monday through Thursday. The <br />Applicant notes that the restaurant will be operational during the hours of the adult day care to <br />provide lunches to the day care members. <br />Adult day care facility is a permitted use in the B-2 General Business Zoning District. However, <br />the Applicant will be required to submit for a PUD Amendment as part of the phasing plan. A full <br />evaluation of the future adult day care use will be provided once the PUD Amendment is <br />submitted. The City Council should consider the Phase III use with this application and provide <br />Page 10 of 23 <br />
