We are committed to <br />enhancing this community by addressing unmet needs and fostering mutually beneficial partnerships with local <br />businesses. Our approach is rooted in collaboration, ensuring that we contribute positively to the local economy <br />while building a solid foundation for long-term growth. <br />We have a proven history of working effectively with government bodies to establish a reputable and thriving <br />business. Our experience in navigating the regulatory landscape allows us to implement projects that align with <br />community standards and expectations, ensuring that our initiatives are both sustainable and impactful. We believe <br />that our commitment to excellence and community engagement sets us apart, positioning us as a trusted partner in <br />the continued development of Arden Hills. <br />Our Background <br />Rose and James Kukwa, immigrants from Cameroon now proud US citizens, arrived in the United States 13 and 22 <br />years ago, respectively. Their journey to entrepreneurship stemmed from a profound encounter during a bitter winter <br />in Minnesota, when a homeless individual sought refuge at their doorstep. While offering assistance is customary in <br />Cameroon, caution prevailed, highlighting a cultural difference. Nonetheless, their compassionate response sparked <br />a commitment to serve their newfound community. In 2013, they founded Opportunity Community Services to aid <br />individuals with limited means, impacting over 5000 lives by providing housing assistance and fostering community <br />connections. Additionally, their active involvement in event planning within the Cameroonian community unveiled <br />a pressing need for a versatile event venue, catalyzing the inception of Elegant Event Center. <br />Location and Plans <br />Situated at 3776 Connelly Ave in Arden Hills, Minnesota, the former Bingo Hall and Brightside Caf6 premises offer <br />an ideal setting for an elegant event center. The property spans 11,976 square feet on 2.19 acres, with an occupancy <br />load of 567, boasting ample parking and a sprinkler system for safety. While the current owner has made some <br />capital improvements to the current property, there is deferred maintenance. Our plan is to improve and restore both <br />the building and the property so that it will enhance, not detract, from the surrounding area. <br />Phased Development <br />Phase 1: Scheduled until December 2024, focuses on establishing a versatile event center capable of hosting various <br />gatherings. The center, designed to accommodate up to 464 people 450 guests, will feature modern amenities and <br />ensures a secure environment with on -site security. Catering services will be provided under licensed arrangements, <br />ensuring compliance with alcohol serving regulations. <br />Phase 2: Will begin immediately after Phase 1 and involves opening up the Caf6 area, obtaining a liquor license to <br />enhance the dining experience and complement event catering. The caf& will continue to operate within its current <br />square footage, maintaining a seating capacity of 34. It will remain open for as long as the event space is in use, <br />providing food and beverages to event attendees. Drawings and plans are included with architectural work. <br />Phase 3: Set for August 2025, aiming to build a sustainable business model that takes advantage of the space during <br />other days/times for an adult day care program. This initiative addresses community needs while ensuring financial <br />stability. We are currently collaborating with the Minnesota Department of Human Services to modify our existing <br />Home and Community -Based Services license. Once these adjustments are completed, operations will commence. <br />2 <br />
