Revenue Generation for the City <br />• Tax Revenue: The project will generate tax revenue for the city through property taxes, sales taxes, and <br />potentially liquor license fees. <br />• Property Value Increase: A successful and thriving event venue can contribute to the attractiveness and <br />desirability of the neighborhood, potentially leading to an increase in property values. <br />Parking, Security Measures, and Noise Control <br />Parking <br />As mentioned above, the center is designed to ,.,.,.,.m,r da4e up to 464 a4te has an occupancy load of 567. <br />Parking needs are adequately addressed with 145 spaces available on -site. As this will be the first event center in our city, there are no existing guidelines in the city code specifically <br />addressing parking requirements for such a venue. Drawing on the standards set by neighboring cities and <br />considering the practical needs of our facility, we propose that the parking requirement for the event center be set at <br />one car per three seats. <br />Comparative Research from Neighboring Cities: <br />Roseville, MN: We reached out to the City of Roseville, and we spoke we Thomas Paschke, - the City Planner. He <br />confirmed that Roseville requires one parking space per four seats for places of assembly, such as event centers. He <br />also added that event centers also fall under the usage of Convention Centers whose parking requirement would be <br />the same is place of assembly. This standard effectively balances the need for adequate parking while avoiding <br />excessive allocation of space. Adopting a similar requirement in Arden Hills ensures consistency with regional <br />norms and supports our venue's operational needs. <br />Shoreview, MN: We reached out to the city of Shoreview and this city does not have specific requirement for an <br />event center, but Izaak Peterson -city planner recommended that an event center would fall under the Commercial <br />Recreation use. Typically, the city requires one parking space per three seats for such facilities. This alignment with <br />the proposed ratio further supports the feasibility and practicality of implementing the same standard in Arden Hills, <br />ensuring our city's standards are consistent with neighboring communities. <br />Oakdale MN: We reached out to the City of Oakdale, Luke McClanahan the city planner said event centers would <br />fall under the category of Churches, Theaters, Auditoriums, or Other Places of Assembly and the minimum parking <br />requirements would be one car per four seats. This is similar to what Arden Hills currently has for this category with <br />the exception of the event center which is not listed in the city code. The current requirement for this category for <br />Arden Hills is one car per three people. <br />Saint Paul, MN. • Saint Paul has recently eliminated minimum parking requirements for most properties, including <br />event centers (City of St Paul Code). This policy shift aims to support economic development, reduce construction <br />costs, and promote sustainability by encouraging alternative transportation modes. While this approach is more <br />flexible than our proposal, it underscores the trend toward less restrictive parking requirements in urban planning. <br />By adopting a one car per three seats ratio, Arden Hills can strike a balance between flexibility and practicality, <br />reflecting modern planning principles. <br />Practical and Environmental Considerations: <br />0 <br />
