ELEGANT <br />E V E N T C E N T E R <br />Usage Patterns Event centers typically host a variety of events, including conferences, weddings, and performances, <br />where attendees often carpool. This results in a higher average car occupancy compared to other facilities like <br />restaurants or recreational centers. A parking ratio of one car per three seats accurately reflects these usage patterns, <br />ensuring adequate parking without over -provisioning. <br />Environmental Benefits: Adopting a parking standard of one car per three seats supports Arden Hills' commitment <br />to sustainability. It encourages carpooling and the use of alternative transportation, which helps reduce traffic <br />congestion and carbon emissions. Additionally, this approach aligns with urban planning trends that prioritize <br />efficient land use and minimize unnecessary paved surfaces, contributing to a more aesthetically pleasing and <br />environmentally friendly urban environment. <br />Community Impact: The proposed parking ratio balances the need for sufficient parking with the desire to maintain <br />green spaces and a visually appealing urban landscape. By avoiding the pitfalls of over -parking, such as excessive <br />asphalt areas, we can preserve the city's charm and promote a healthier, more sustainable community. <br />In conclusion, setting the parking requirement for event centers at one car per three seats is a practical and forward - <br />thinking solution that aligns with established practices in neighboring cities like Roseville, Shoreview, Oakdale, and <br />reflects modern urban planning principles seen in Saint Paul. This ratio meets the needs of the venue while <br />supporting broader city planning goals and environmental sustainability. I respectfully request that the city council <br />consider and approve this proposal, allowing us to proceed with the development of a facility that will bring <br />significant cultural and economic benefits to Arden Hills. <br />As mentioned above, Elegant Event/cafe intends to cap its capacity at 508 people. Parking needs are adequately <br />addressed with 145 spaces available on -site. <br />With the recommendation of approval from the City Planning Commission of 1 car per 4 seats for Event Centers, <br />EEC would meet the minimum parking requirement for both the event center and restaurant. <br />City code requirements for Restaurant: I carper 2 seats: The restaurant has a capacity seating of 34, going by the <br />minimum requirement, we would need 17 parking stalls for restaurants. <br />Cityplanning commission recommendation of 1 carper 4 seats: The cap for event guest is set at 450 guests going <br />by the planning commission's recommendation, we would need 113 parking stalls. <br />This will bring the minimum parking requirements for the uses proposed to 130 parking stalls. We currently have <br />145 parking stalls. <br />Security Plan <br />We have taken specific measures when it comes to security, especially with the serving of alcohol. The following <br />measures will be implemented to ensure a safe and secure environment: <br />1. Surveillance System: The venue is equipped with at least 24 security cameras strategically placed around <br />and inside the building. This comprehensive coverage will ensure continuous monitoring of all areas, <br />including entrances, exits, and common spaces. <br />2. Panic Buttons: Two police panic buttons are installed inside the building. These buttons provide an <br />immediate alert system to local law enforcement in case of emergencies, ensuring a swift response to any <br />incidents. <br />3.
