o Monitor and control access points to prevent unauthorized entry. <br />o Ensure that attendees do not take alcohol out to the patio area, which is designated as the smoking <br />area. <br />o Respond promptly to any security issues or disturbances, maintaining order and safety for all <br />attendees. <br />4. Alcohol Management: Strict protocols will be in place for the serving of alcohol. Security officers and staff <br />will be trained to monitor and manage alcohol consumption, preventing overconsumption and ensuring <br />compliance with local laws and regulations. <br />Noise Control <br />To address concerns about noise, the following measures will be in place: <br />1. Indoor Events: All events will be held inside the building, ensuring that noise is contained within the <br />venue. <br />2. Building Materials: The event center is constructed with concrete, which is highly effective in <br />soundproofing and preventing noise from escaping the building. This will significantly reduce the impact of <br />event noise on the surrounding community. <br />3. Security Officers: Onsite security officers will ensure that attendees do not congregate outside the <br />building, which helps to minimize noise in outdoor areas. Security personnel will actively manage and <br />disperse any groups that form outside, particularly in the designated smoking area on the patio, to maintain <br />a quiet and orderly environment. <br />Other comments from the planning commission and recommended conditions for approval <br />Updated Narrative in response to PC #24-014 — 3776 Connelly Avenue — City Code Amendment, Master Planned <br />Unit Development, Final Planned Unit Development, Site Plan Review and Conditional Use Permit from July 10'h 2024 <br />Condition 18, 19, and 20 of the Planning Commission's recommendation. The civil plans currently included <br />within the presentation materials reflect the proposed construction as originally submitted to the planning <br />department on June 1 2th with the exception of modifications to clarify the new evergreen shrubs proposed <br />as screening for the existing air conditioning units in accordance with Condition 20 of the Planning <br />Commission's recommendation and the addition of a bench to serve patrons at the main entrance of the <br />building in accordance with Condition 18 of the Planning Commission's recommendation. It is our intention to <br />incorporate curb and gutter around all new parking islands and all changes requested by the City Engineer <br />and the Rice Creek Watershed District as a result of their respective review of the project documents. <br />Statement from the landscape engineer: Yew's (Taxus) have a medium to high growth rate, a densely <br />branched and wide spreading growth habit, are resistant to insect and diseases, come in a wide variety of <br />forms, and can grow to a size of 5' high by 5'-8' wide. They are a choice plant for screening due to their <br />ability to withstand shaping making them a commonly used selection for hedgerows. This specific variety of <br />yew is also found to be resistant to winter burn in Minnesota giving this plant a greater chance to establish in <br />the first year after planting. For these reasons we believe that this planting will provide the proper <br />screening that the city of Arden Hills is seeking in their requirements for the mechanical equipment screening. <br />Condition 21 of the Planning Commission's recommendation. See hours of operations above for a response. <br />4. The signage of the building has been updated to include a verbiage for the Restaurant. <br />5. Section 1325.05, Subd. 8, F. requires that fifty percent (50%) of all first -level building fagades fronting a <br />public street be composed of transparent windows or doors to allow views of interior uses and activities. <br />We are requesting flexibility regarding this requirement for the following reasons: <br />a. The building is constructed from concrete block, making it very difficult to maintain structural <br />integrity when adding windows to meet the 50% transparency requirement. <br />8 <br />
