6. The Applicant has proposed a phased development plan with Phase I referred to as the <br />event center to be established following the land use approvals herein, Phase II referred <br />to as the restaurant to be established directly following Phase I and for Phase III referred <br />to as the adult day care to be established approximately one (1) year later. <br />7. The Applicant has proposed for the approval of Phase I for an event center and Phase II <br />for a restaurant as part of the Master PUD and will need to submit for a Final PUD <br />amendment approval for Phase III for the adult day care use. <br />8. The Master and Final Planned Unit Development generally conforms to the requirements <br />of the City Zoning Code and design standards. <br />9. Where the plan is not in conformance with the City Code, flexibility has been requested <br />by the Applicant. <br />10. Flexibility through the PUD process has been requested in the following areas: <br />landscaping for planting island trees, building materials, transparency, signage, lighting, <br />and site furnishings. <br />11. A public hearing for a Master Planned Unit Development, Final Planned Unit <br />Development, and Conditional Use Permit request is required before the request can be <br />brought before the City Council. <br />12. The Planning Commission held a public hearing for this land use application on July 10, <br />2024. <br />Options and Motion Lan2ua2e <br />The Planning Commission reviewed this application at their July 10, 2024 meeting. At that time, <br />they recommended approval with amendments of the Elegant Event Center application for a <br />Zoning Code Amendment by a 6-0 vote. The amendment to the drafted ordinance language <br />decreased the minimum off-street parking space requirement from one (1) parking spaces for every <br />three (3) seats to one (1) parking space to every four (4) seats. The following are motion language <br />options for the City Council to consider. <br />Adoption of Ordinance 2024-007 for Planning Case 24-014 for Zoning Code Amendments to <br />Chapter 13, Sections 1305.04, 1320.05, 1320.085, and 1325.06 <br />• Approval: Motion to a Opt Ordinance 2024-007 for Planning Case 24-014 for Zoning Code <br />Amendments to Chapter 13, Sections 1305.04, 1320.05, 1320.085, and 1325.06 of the <br />Arden Hills City Code to allow for an Event Center use in the B-2 General Business District <br />through a conditional use permit and authorization to publish a Summary Ordinance of <br />2024-007 for Planning Case 24-014, based on the findings of fact and as presented in the <br />July 22, 2024 Report to the City Council. <br />• Approval with Amendments: Motion to adopt Ordinance 2024-007 for Planning Case 24- <br />014 for a Zoning Code Amendment to Chapter 13, Sections 1305.04, 1320.05, 1320.085, <br />and 1325.06 of the Arden Hills City Code to allow for an Event Center use in the B-2 <br />General Business District through a conditional use permit and authorization to publish a <br />Summary Ordinance of 2024-007 for Planning Case 24-014, based on the findings of fact <br />and as presented in the July 22, 2024 Report to the City Council, with amendments: a <br />specific reason should be included with all amendments. <br />• Denial: Motion to deny Planning Case 24-014 for a Zoning Code Amendment to Chapter <br />13, Sections 1305.04, 1320.05, 1320.085, and 1325.06 of the Arden Hills City Code to <br />Page 4 of 7 <br />
