ARDEN HILLS PLANNING COMMISSION — July 10, 2024 9 <br />Chair Weber stated he understood the applicant would amend the plans to conform with City <br />Code for the proposed sign. <br />Chair Weber inquired how the Commission wanted to deal with the shortfall on the transparency. <br />The Commission supported the transparency shortfall as is within the plans. <br />Commissioner Erler moved and Commissioner Biorklund seconded a motion to recommend <br />approval of Planning Case 24-009 for a Master Planned Unit Development, Final Planned <br />Unit Development, Conditional Use Permit, and Site Plan Review at 3535 Pine Tree Drive, <br />based on the findings of fact and the submitted plans, as amended by the conditions in the <br />July 10, 2024 Report to the Planning Commission, adding Condition 18 to read: All items <br />identified in the June 27, 2024 PW/Engineering Division memo shall be addressed. All <br />comments shall be adopted herein by reference.; and adding Condition 19 to read: The <br />Applicant shall follow city code accordingly for tree mitigation of 300 caliper inches. <br />Community Development Director Jagoe questioned how the Commission wanted to address <br />the public use dedication fee. <br />Chair Weber questioned if staff had a range for this payment. <br />Community Development Director Jagoe indicated she does not have a range for this project <br />payment, but noted this payment would be split between the three cities and would be paid at the <br />time of building permit application. <br />Commissioner Mitchell commented on the trails that would be lost if this project were to move <br />forward. <br />Chair Weber stated he did not support putting the brakes on this project over the loss of these <br />trails. <br />Commissioner Erler discussed how the fire station would be a public use and therefore he could <br />support the waiver of this fee. <br />Fire Chief Boehlke explained park dedication fees were based on a percentage of the finished <br />value of the project. He stated it was a significant amount of money. He requested the City not <br />require a park dedication fee because the fire station would serve a public purpose. <br />Chair Weber questioned if the development agreement for this property delayed the payment of <br />a park dedication fee. <br />Community Development Director Jagoe stated the development agreement for the 2 North Pine <br />Tree Plat references that the City will consider the public use dedication fee at the time of future <br />development for Lots 1 and 2. <br />Commissioner Bjorklund asked what the fire department paid for this land. <br />Fire Chief Boehlke explained the fire department paid $1.675 million for the land. <br />
