ARDEN HILLS PLANNING COMMISSION — July 10, 2024 14 <br />Ian Weber, Civil Engineer at Anderson Engineering, explained there would be a partial full depth <br />replacement along with a mill and overlay of the existing parking lot. <br />Chair Weber questioned where the 248 feet of frontage was along Connelly. He anticipated the <br />frontage shown along Connelly belonged to Flaherty's. <br />Commissioner Erler indicated he had the same question and stated the frontage along Connelly <br />was the driveway. <br />Senior Planner Fransen stated this matter could be verified by staff. <br />Chair Weber asked why there was no stormwater management plan for this project. <br />Senior Planner Fransen explained staff understood that the existing drainage patterns would be <br />maintained. She indicated the City Engineer had reviewed the plans and had noted the permits that <br />were necessary for this plan. She reported staff could follow up with the City Engineer to verify if <br />there were any further comments. <br />Chair Weber indicated he was asking questions about drainage due to the size of the lot. He <br />anticipated an NPDES permit along with some sort of stormwater management onsite. He <br />supported the site having proper stormwater management onsite. He asked if the restaurant would <br />be open to the public during adult daycare. <br />Rose Kukwa, the applicant, thanked the Commission for considering her request. She noted the <br />restaurant would be open to the public during daycare hours. <br />Chair Weber questioned why the applicant believed it was not conducive to have additional <br />windows onsite. <br />Ms. Kukwa explained the events she would be hosting would be private in nature and she did not <br />believe it was necessary for passersby to view the events. However, she noted the restaurant <br />portion of the building would have windows to see through. <br />Chair Weber asked what supplies the applicant would be sourcing locally. <br />Ms. Kukwa stated she had decorating vendors and caterers that were local. She explained she <br />intended to get contracts in place with these vendors to assist with her events. <br />Chair Weber requested further information on why the event center would be open until 3:00 a.m. <br />Ms. Kukwa reported there were certain types of events that will go later than others and she would <br />like to be able to host a wide variety of events. In addition, she noted alcohol could be served until <br />2:00 a.m. <br />Chair Weber inquired who identified the structural concern with the parapet wall. <br />
