KGi <br />►H <br />Planning I Landscape Architecture I Urban Design <br />PLANNING COMMISSION REPORT <br />TO: Arden Hills Planning Commission <br />FROM: Jason Zimmerman and Rita Trapp, Consulting Planners <br />DATE: July 29, 2024 <br />SUBJECT: Introduction to Zoning and Subdivision Ordinance Revisions <br />MEETING DATE: August 7, 2024 <br />OVERVIEW <br />HKGi was selected by the City of Arden Hills to complete an update to the existing Zoning and <br />Subdivision ordinances. In June, the City Council met the HKGi team, learned about the proposed <br />approach to the project, reviewed the scheduled, and discussed the roles of the City Council and the <br />Planning Commission. Staff will share an updated version of the presentation with the Planning <br />Commission so that they are informed about the process. <br />-4► I• \ PC <br />HKGi is small planning, landscape architecture, and urban design firm based in Minneapolis. Since the <br />early 1980s, the firm has worked with communities in Minnesota and throughout the Upper Midwest <br />to plan, design, and build great places for people to live, work, and play. In addition to providing day- <br />to-day planning services to municipal clients, planners at HKGi have been involved in numerous zoning <br />and subdivision ordinance rewrites, as well as the development of urban design guidelines and other <br />regulatory tools. <br />In May, the City Council approved a contract with HKGi to revise the City's zoning and subdivision <br />ordinances. Staff indicated in the Request for Proposals (RFP) that the current ordinances were <br />adopted in 1993 but amended several times since — occasionally resulting in inconsistencies and poor <br />formatting. In addition, procedures and some content need to be updated to reflect modern <br />administration and new tools and technologies. HKGi is prepared to carry out these requested <br />revisions over the next 18 months. <br />PROCESS <br />As outlined in the firm's proposal, HKGi has developed a process for updating and revising zoning codes <br />that is rolled out in four phases: <br />• Phase 1: Project Kick Off and Understanding — In the first phase of work, the consultant team <br />gains a basic understanding of the City and the current conditions by meeting with City staff, <br />taking a tour of the community, and reviewing the Comprehensive Plan and other documents. <br />A plan for public engagement is developed and a schedule is finalized. <br />HKGi <br />800 Washington Ave N Suite 103, Minneapolis, Minnesota 55401 <br />(612) 338-0800 — www.hkgi.com <br />
