Planning Commission Meeting— Introduction to Zoning and Subdivision Ordinance Revisions —August 7, 2024 <br />• Phase 2: Diagnose Current Ordinances and Frame Approach — Using a number of analytic <br />techniques, the consultant team maps the various zoning districts, reviews the existing code, <br />and evaluates the overall structure and organization. There is an opportunity to gather <br />feedback from the public — typically through online engagement — and gain insight into how <br />well the code is working or how it might be falling short. A Joint Meeting with the City Council <br />and Planning Commission is held to share initial findings and to understand key policy direction <br />provided by the Council and to be developed by the Planning Commission. Inconsistencies and <br />other minor revisions are identified for potential early updates to the code. <br />Phase 3: Prepare Draft Codes — Working with the Planning Commission, the consultant team <br />begins to develop the revised structure and content for the new code, beginning with the <br />zoning districts, the use tables, and lot and site dimensional standards. A second "module" of <br />work addresses general development standards such as lighting, parking, landscaping, etc. The <br />third area includes administrative and development procedures and other general provisions. <br />Finally, the subdivision ordinance is reviewed and updated. Each of these modules is brought to <br />the Planning Commission for review, comment, and revision. The City Council will receive <br />summaries of each of these sessions and will have the ability to weigh in if a course correction <br />is needed. A second round of engagement takes place during Phase 3, gathering feedback on <br />specific parts of the code and seeking out reactions from stakeholders who may have particular <br />interest in certain sections. A second Joint Meeting is held to address any outstanding questions <br />and to provide feedback on the draft ordinance. <br />• Phase 4: Final Ordinance Adoption and Implementation — Once final edits have been made, the <br />draft codes are shared with the public and then brought forward for consideration by the <br />Planning Commission and City Council. Upon adoption, HKGi delivers final versions of the all <br />documents to the City in multiple formats and will work to support staff with implementation. <br />Under this work plan, the City Council has the primary role in setting policy direction for the project <br />team and the Planning Commission. The City Council will follow the project progress via regular <br />updates after each Planning Commission meeting or at any other key points in the process. One or <br />more Joint Meetings are used to review and evaluate the zoning language being developed and to <br />ensure there is agreement between the two bodies on the direction being pursued. <br />The responsibility of the Planning Commission is to follow the lead of the City Council and carry out the <br />technical review of the code concepts. They will work with HKGi to provide feedback and develop <br />language, and will make recommendations to the City Council. <br />ADDITIONAL INFORMATION <br />In advance of the June work session, a survey was shared with the City Council to gather information <br />about development in and around Arden Hills. Slides sharing the results of this survey, along with some <br />high-level observations on the structure and organization of the code, are provided. <br />2 <br />
