In 2021, the Cities of Arden Hills, North Oaks, and Shoreview entered into a
Joint Powers Agreement (JPA) for the purposes of acquiring and constructing improvements on
property that was to be identified for the new Headquarters. The Applicant purchased the Subject
Property in 2021 due to the location being ideal to improve access for emergency vehicles and
improve response times to the service area. As part of the land use application, the Applicant has
included a letter of support from the Board for advancement of this project to meet the service
needs of the public. It is agreed upon as part of the JPA that the Applicant will transfer
ownership of the Subject Property to the Lake Johanna Fire Department Headquarters JPA.

Approvals

1. Planned Unit Development
A Planned Unit Development (PUD) is required for all new development and redevelopment in
the B-2 Zoning District. Conditional Use Permit
In the B-2 Zoning District, a Conditional Use Permit (CUP) is required for Public Use. The Cities
of Arden Hills, North Oaks, and Shoreview contract with the Lake Johanna Fire Department to
provide emergency response services for Fire and EMS calls to the public. The City refers to the
Lake Johanna Fire Department in the 2040 Comprehensive Plan under Chapter 13, Public
Facilities, Services, and Infrastructure. A conditional use is allowed if the landowner meets the
general and specific standards set forth in the zoning ordinance. City Code Section 1355.04 Subd.
3 of the Arden Hills Zoning Code lists the criteria for evaluating a Conditional Use Permit. The
Planning Commission and City Council should consider the effect of the proposed use upon the
health, safety, convenience and general welfare of the owners and occupants of the surrounding
land and the community, in general, including but not limited to the following factors:

1. Existing and anticipated traffic and parking conditions;
The Applicant has provided as part of their submission a site plan of adjacent roads to
identify fire response vehicle travel patterns will be north on Pine Tree Drive to the
nearby controlled intersections. The Applicant has stated that the only exception to this
northerly route will be to respond to emergencies in the Hunters Park Condos, Hunters
Park neighborhood, or Catholic United building. Their narrative states that traffic pre-
emption will control the nearby intersections for the emergency vehicle, making it safer
for the firefighters and the public.
