A full plan <br />set of building elevations is included as Attachment E. <br /> <br />Planning Staff has provided the review below on building materials and transparency as shared <br />by the Applicant in order for the Planning Commission to attain a better understanding of the full <br />scope of their project design. The proposed building complies with building materials consisting <br />of brick, glass, or metal trim on all elevations. The transparency requirements for new <br />developments within the B-2 Zoning District have been considered in the window placement and <br />design for the fire station facility. Section 1325.05, Subd. 8, F. states that fifty percent (50%) of <br />all first level building façades that front a public street shall be comprised of transparent <br />windows or doors in order to allow views of interior uses and activities. The Applicant has noted that they have incorporated many “Green Building” <br />sustainable design features in this project. As noted in the application materials, the Applicant <br />began the efforts for studying the Department needs and designing this project back in 2018. <br />This project is intended to meet their needs for “the next 50 years” and will provide for the <br />administrative, operational (i.e. Headquarters), apparatus bays, and training facility. This facility <br />will be used for classroom and hands-on training both inside the training room and outside. <br />There could be groups ranging from 10-40 firefighters in attendance a few times each week. The <br />four (4) story training tower on the west (rear) side of the building will use non-toxic fire props, <br />theatrical smoke machines and will also be used for ladder training and rope rescue training. The <br />fire station project with the proposed design has received State funding towards future <br />construction. As part of their design process in 2020/21, the Applicant shared schematic “artist’s <br />views” of their project plans and renderings with each City Council for feedback. This <br />information was used as part of their due diligence prior to preparation of their project bid <br />documents which have been finalized. The Applicant has submitted to the City for the land use <br />approval prior to applying for construction permits. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
