To <br />implement design standards to promote an attractive environment with lasting and <br />sustainable value. <br />• Group compatible retail and service business uses that tend to draw trade that is naturally <br />interchangeable and promotes business prosperity. <br />• Provide an adequate supply of businesses and professional service areas to meet the needs <br />of the residents. <br />• Minimize the effects of traffic congestion, noise, odor, glare and similar safety problems. <br /> <br />According to the Applicant, the proposed ordinance amendment will support the growth and <br />diversification of the local economy while meeting the evolving needs of the community. The <br />Applicant references that event centers have become increasingly popular as venues for various <br />social and corporate events and that allowing for these dedicated facilities would enhance the city’s <br />attractiveness as a destination for such gatherings. <br /> <br />As proposed, the text amendment would define an Event Center and designate this type of land <br />use as a conditional use in the B-2 General Business District. The Applicant has also proposed Off <br />Street Parking Spaces Required for an Event Center use, specifying 1 space for every 3 seats as <br />the required number of spaces. Staff has prepared text amendments based on the Applicant’s <br />narrative as well as a few other criteria suggested by Staff (based on a survey of neighboring <br />communities) for “Event Center” language within Sections 1305.04 Definitions, 1320.05 Land <br />Use Chart, 1320.085 Special Requirements for the B-2 General Business District, and 1325.06 <br />Requirements for Parking, Loading and Circulation. <br /> <br />Applicant’s Narrative: <br />1) Add Event Center as a use permitted by a conditional use permit in the B-2 Zoning District <br />in Section 1320.05 Land Use Chart. <br /> <br />2) Establish parking requirements for event centers at 1 parking space per three seats at design <br />capacity in Section 1325.06 Requirements for Parking, Loading and Circulation. <br /> <br />Additional Code Amendments to consider: <br />3) Add a definition for Event Center within Section 1305.04 Definitions <br />a. Event Center: An establishment which is rented by individuals or groups to host <br />scheduled private events including but not limited to weddings, cultural <br />celebrations, corporate functions, and banquets. Such use may or may not include <br />1) kitchen facilities for the preparation or catering of food; 2) the sale of alcoholic <br />beverages for on-premises consumption only during scheduled events and not open <br />to the general public; and 3) outdoor gardens, patios or outdoor gathering areas. <br /> <br />4) Amend Section 1320.085 Special Requirements for the B-2 General Business District <br />a. Create a new Subdivision 6 – Event Center Additional Conditional Use Permit <br />Criteria that establishes the requirements and criteria for a conditional use permit <br />for Event Center as a conditional use in the B-2 District. <br /> <br />Proposed language: <br />A.
