while the in-house restaurant is intended to serve food and alcohol to events, the event center
would on occasion work with external caterers to accommodate specific culinary preferences or
cuisines that the restaurant cannot provide. The Applicant reasons that working with outside
caterers will support the event center’s flexibility and inclusivity of services.

The restaurant would use the existing café footprint and the proposed restaurant occupancy
capacity is 34 seats and five (5) employees to meet staffing needs. Patrons of the restaurant would
access the space through the main entry which would lead them directly to the restaurant space
which is not being reconfigured from the existing floor plan. The restaurant would utilize the
existing on-site kitchen.

In Attachment D, the Applicant stated that the restaurant would be operational when the event
center space is in use to provide food and beverages to the event but that the restaurant would not
be open to the public while the event center is in use. Based on the definitions of a restaurant in
Chapter 5 – Alcoholic Beverages, a restaurant with these operational restrictions would not be
eligible for an on-sale intoxicating liquor license. Following discussion with Staff, the Applicant
has provided an update to the proposal, stating that the restaurant would be open to the public
during regular business hours and while the event space is in use for private events. The Applicant
provided hours of operations specific to the restaurant use, stating that the restaurant’s hours of
operations will be 8:00 a.m. to 11:59 p.m. Monday through Sunday.

The Applicant is seeking approval for Phase II with this application.

Interior Restaurant Floor Plan

Phase III – Adult Day Care
