Streets proposed for Full -Depth Reclamation: <br />• Keithson Drive from County State Aid Highway (CSAH) 96 West to 800 feet south of <br />CSAH 96 West <br />• Royal Hills Drive from Snelling Avenue North to Arden View Drive <br />• Colleen Avenue from McClung Drive to Hamline Avenue North <br />• Norma Avenue from Dawn Circle to Briarknoll Drive <br />• Norma Avenue from Briarknoll Drive to Colleen Avenue <br />• James Avenue from Indian Oaks Trail to Colleen Avenue <br />Full -Depth Reclamation consists of grinding the existing pavement, shaping the generated <br />aggregate material to raise the center crown to improve pavement drainage and repaving the <br />roadway with 4-inches of bituminous pavement. <br />Streets proposed for Mill & Overlay: <br />• Briarknoll Circle <br />• Briarknoll Drive from Snelling Avenue North to Norma Avenue <br />• Royal Lane from Norma Avenue to Floral Drive West <br />• McClung Drive from Snelling Avenue North to Colleen Avenue <br />• Colleen Circle <br />• Arden Vista Court <br />Mill & Overlay consists of grinding and removing the top 2-inches of existing pavement and <br />repaving the roadway with 2-inches of bituminous pavement. <br />Pursuant to Resolution 2024-008, bids were opened on March 6, 2024. On April 8, 2024, City <br />Council approved Resolution 2024-022 Awarding the 2024 PMP Street and Utility <br />Improvements Contract to S.M. Hentges & Sons, Inc. in the amount of $2,238,418.15. <br />Upon reclamation of Royal Hills Drive, it became apparent that the subgrade on that street was <br />severely unstable and could not pass compaction testing in order to get the roadway in that <br />location put back together and paved. A number of different options were discussed including <br />farming the soil to dry it out, complete selective subgrade corrections, or cement stabilization, <br />which was ultimately selected as the best quality option and also the most cost-effective option. <br />For more detail, the items outlined for this Change Order are within Bolton and Menk's Memo <br />(Attachment A). Attachment B is Change Order #1, which summarizes the total labor and <br />materials required to perform this unforeseen subgrade stabilization. Staff recommends that <br />Council approve Change Order No. 1, an increase of $40,903.03. <br />The project is approximately 55% complete. Items completed to this point include James Ave <br />work (including the base paving and restoration of green space), spot curb replacement <br />throughout, the reclamation/milling operations, half of the pond dredging scope, and the storm <br />sewer retrofits throughout. Five percent is being withheld from the work completed in <br />accordance with the contract documents. Payment No. 3 is in the amount of $495,491.20.
