Below is a list of the items that required additional construction services,
including topographic survey, staking, construction administration, and construction observation:
The beginning of construction required a higher level of effort to complete construction
observations on subsurface utility installations. As such, we were trending over budget half way
through the project. Therefore, we reached out to city staff in mid -June to let you know of our
concerns and ask how to proceed with our services moving forward. Being that the majority of
the remaining work was street/surface work, we agreed to lower our average weekly construction
observation hours moving forward as much of this work could be inspected after the fact, if
necessary. Identifying this early allowed us time to make a change and keep the project
engineering fees on budget (and actually allow for additional weeks of construction services
under the original budget).
It was determined in the field that the park improvements completed last fall did not align with
the proposed street improvements, and particularly the parallel parking bumpout area, on Royal
Lane. The designs matched up horizontally but did not align vertically due to the improvements
being completed after topographic survey was completed in the area for the project design. As a
result, we had to complete additional topographic survey of the area including the new park
improvements, re -design the parallel parking bumpout area/curb and gutter/pavement crown
transition, and re -stake the improvements to make them constructable.
It was determined in the field that the subbase materials on Royal Hills Drive were too soft to
complete grading work and support the identified street rehabilitation method. This resulted in
additional construction administration time to investigate the issue, identify possible solutions,
and coordinate a change order to properly address the issue. In the end, an innovative cement
stabilization method was successfully implemented and will serve as an example that could
potentially be utilized elsewhere in the city in the future.
• The construction schedule is taking the contractor longer than anticipated due to significant rain
delays causing additional construction work earlier in the season and due to other unanticipated
H:\ARDH\0T1130168\0_2024 PMP Street & Utility Improvements\A_Project Management\Z_Contracts\Amendments\Amendment 2.2\130168_2024 PMP Street & Utility
Improvements Amendment 2_20240801.docx
Bolton & Menk is an equal 0000rtunity emolover.
