Attachment B <br />Kimley»>Horn <br />Update for City Council <br />August 6, 2024 <br />AUAR UPDATE BACKGROUND <br />An Alternative Urban Areawide Review (AUAR) is an environmental review process under <br />Minnesota State Rules. AUARs evaluate different development scenarios within a study <br />area rather than a specific development plan. <br />The Twin Cities Army Ammunition Plant (TCAAP) AUAR study area is 429 acres located <br />within the broader TCAAP site in Arden Hills. The AUAR study area is bounded by County <br />State Aid Highway (CSAH) 96 on the south, by US Highway 10 and Interstate 35W (1-35W) <br />on the west, by State of Minnesota property on the north, and by the National Guard's Arden <br />Hills Army Training Site (AHATS) property on the east. <br />As the Responsible Governmental Unit (RGU), the City of Arden Hills adopted the TCAAP <br />Final AUAR and Mitigation Plan on July 28, 2014. Pursuant to Minnesota Rules, part <br />4410.3610, subpart 7, an AUAR and plan for mitigation must be revised every five years <br />until all development in the study area has received final approval. An AUAR Update <br />identifies any changes to the development scenarios and any updates to the impact <br />categories or mitigation items that have occurred. The City of Arden Hills adopted an AUAR <br />Update on August 26, 2019. <br />The process for an AUAR Update is shorter than for the original AUAR. After the RGU <br />publishes a notice of availability in the Minnesota Environmental Quality Board's (EQB) EQB <br />Monitor, agencies and the public have 10 business days to submit comments. If there are no <br />objections filed by state agencies or the Metropolitan Council, the RGU can adopt the AUAR <br />Update.
