<br />225 <br /> <br />tIDWTES OF SPECIAL MEETING <br />COUNCIL OF THE VILLAGE OF ARDEN HILLS <br />Fri~, March 23. 1956 <br /> <br />The meeting was called to. order at 7:00 P.M. by Mayor Ashbach. <br /> <br />. <br /> <br />Roll Call: Present; Ashbach. McClung; Hoyt. Stromquist <br />Ab sent; DeLange <br /> <br />Mr. G. W. Granstrom. 1749 Randolph. st. PauJ. requested an On Sale liquor license if <br />aJly are to be issued in Arden Hills. Mr. Granstrom stated that he wouJ.d put up a <br />very attractively built eating place ins location in the village where there Plu1d <br />be no ant~anism toward such an establishment. He is also willing to build an" <br />addition to his building to allow the vi11~e to operate a municipal Off Sele liquor <br />store if they desire it. The Council informed Mr. Granstrom that to the present time <br />there has been no consideration of issuance of such a licenss in Arden Hills. but <br />if we consider it in the future. he will be notified. <br /> <br />Mrs. Daley appeared .efore the Council concerning the complaint against her dog <br />kennel on residential property. She ste.ted that it is her only w~ of making <br />a living, and that when she requested a permit for a kennel about three years ago she <br />was told that it wouJ.d be permissable, as there had been a dog kennel at that 10ca&10f> <br />for several years before she moved to the neighborhood. Mrs. Daley said she wished <br />to comply in aJly way possible with our dog ordinance, if we would allow her to <br />continue operation of the kennel. t~s. De~ey presented apetition signed by three <br />neighbors stating that her dogs did not bother them. <br />Mrs. Albin and Mr. Burke appeared to complain of the kennel. 'lhey felt it was a <br />health hazard and objected to the noise and 1lMlleasant odor. <br />Mr. Salitros. Village Constable read a police report in regards to a former complaint <br />made to the Police Department against the dog kennel in JuJ.y. 1955. <br />Mter Council discussion, Mrs. Daley was instructed to eliminate the noise and odor <br />of the dogs as soon as possible. and residents living near are to come again <br />before the Council if the kennel causes 8DY :further trouble. <br /> <br />Mter Council discussion with Mr. Ralph Hunt. Civil Defense Director fOIl Arden Hills. <br />Dr. Royt moved and Mr. McClung sedonded the motion that the contractor be Qp.thorized <br />to install the two air raid alarm sirens purchased by vill~e at an installation <br />cost of $933.60. Motion passed. The operating cost 01' the bell and light will be <br />$60.00 annually. 50% of which is to be returned to the village by the federal <br />government. <br /> <br />. <br /> <br />Josephine Rills'" 3 plat was given approval by the Coucnil. A bond is to be <br />village to cover road work. before building permits are iS1lll8d for the plat. <br />streets in the plat are to be completed by October 1. 1956. <br /> <br />The plat !mown as Registered Land Survey If 30 was referred to Dr. Hoyt for Planning <br />Board recommendation. <br /> <br />gi"en <br />The <br /> <br />Mr. Ed Wilmus presented Roseville Terrace Plat #9. Part of the plat is in the <br />Village of Roseville. Mr. Courtney. Village Attorney advised that a separate plat <br />for the area in Arden Rills be made. Mr. WUmus agreed to have it platted separately <br />and to mail a copy 01' the plat to the Clerk. Dr. Hoyt moved and Mrs. Stromquist <br />seconded the motion for preliminary approval of the loyout of the five lots in the <br />plat. <br />
