On July
18, 2024 this item was presented to the Personnel Committee, the recommendations were to
bring Phase 1 to Council for consideration to implement in 2025 and Phase 2 and Phase 3 would
be considered at a later time if/when Phase 1 was up and running to Staff’s satisfaction.
Attachment A shows the “needs now” organizational chart as a whole and is followed with color
coded proposed phasing. The phasing is not labeled with an exact timeline but it is anticipated it
would be implemented year after year, 2025 for Phase 1 and 2026 for Phase 2. Another page in
Attachment A and below in the Budget Impact section is the estimated budget for Phase 1 and
Phase 2, these have been updated by the Finance Director. Phase 3 is dependent upon a signed
Development Agreement for Rice Creek Commons, strategy for this can be discussed further at
the meeting.
Also provided, as only a reference, are the “current” PW org chart and what is anticipated for
TCAAP “full-build” PW Org Chart.
