Certain elements from these were used in developing the proposed <br />org chart for Arden Hills to fit the City’s needs. <br />Primary duties of the Parks and Recreation Manager: <br />• Parks capital project planning, budgeting and implementation <br />• Natural Resources management <br />• Forestry <br />• Manages Parks maintenance policies <br />• Rain gardens <br />• Volunteer Coordination <br />• Grant management <br />• PTRC staff liaison <br />• Manages Recreation program and staff <br />• Parks development <br />• Maintain relationships and coordinates with surrounding agencies <br /> <br />Primary duties of the Maintenance Lead: <br />• Lead the day-to-day activities <br />• Plan work within their division from week-to-week <br />• Implement division tasks outlined in the Public Works Maintenance Plan <br />• Quality control <br />• Assists in the preparation of the Public Works Maintenance Plan <br />The Maintenance Lead position will allow for more detailed maintenance/repair information to <br />be prepared for each division to put us in a “proactive” maintenance state and get us away from <br />being “reactive”. <br /> <br />To manage labor force needs, the Maintenance Leads, PW Superintendent, Assistant PW <br />Director, Public Works Director/City Engineer and Parks and Recreation Manager will all meet <br />weekly to discuss scheduling and determine what labor force is needed to accomplish activities <br />outlined in the Public Works Maintenance Plan (Attachment C) and other project or City <br />function coordination needs. All Maintenance Workers and all Maintenance Leads are still <br />required to be cross-trained and supplement labor needs in all divisions. <br /> <br />At this time, there are no proposed changes to the existing Fleet Lead position as it is written <br />within the MOU through the union contract. <br /> <br />For the consultant services, the Public Works Director/City Engineer is recommending the City <br />select a primary consultant to provide engineering and specialty services. The advantage of a <br />primary consultant is the availability of a deep bench with a broad depth of specialized personnel <br />in various categories related to City functions. This direct resource would be more efficient <br />instead of having City staff manage multiple consultants if they need to coordinate on related <br />projects. It is intended that the PW Director/City Engineer would be the direct manager of the <br />consultant but services would be available to other City Departments as well. <br /> <br /> <br /> <br /> <br /> <br />
