<br />244 <br /> <br />e <br /> <br />MINUTES OF SPECIAL MEETING <br />COUNCIL OF THE VILIAGE OF ARDEN HILLS <br />Monday, August 20, 1956 <br /> <br />The meeting was called to order at 8:10 P.M. by Mayor Ashbach. <br />ROLL CALL: All Council members present. <br /> <br />Mr. Emery, 1138 Tiller lane introduced MR. Ewy, who is building a house <br />in Arden Hills. Mr. Ewy reported that on August 18 as he was working <br />on his house on Carlton Drive, and his daughter, age five was playing in <br />the neighborhood, the girl was bitten by a dog. One lip was almost torn <br />off, the lip just hanging by t inch of skin. The girl was taken to Mid- <br />way Hospital. A specialsist in plastic 8urgury was required. Mr. Ewy <br />reported that half of the girl's lip may be saved, but his daughter will <br />be scarred for life. The dog was from St. Paul. <br />Mr. Emery also reported for Clarence Novak of two other instances of dog <br />biting in the village. A daughter, Sharon, of Mr. Novak's was bitten <br />in the leg by a dog from Arden Hills on Tiller Lane. The bite required <br />stiches. An 11 year old son of Mr. Novak was also bitten on the arm <br />on Ingerson Road by a dog from Arden Hills. <br /> <br />PUBLIC SABETY COMMITTEE: Mr. McClung reported on the types of dog ord- <br />inances in Fridley, Falcon Heights, Roseville and New Brighton. The ~ <br />Public Safety Committee felt that the dog issue is such that they can <br />gtve no recommendation, but prefer that the entire Council make the <br />decision om the issue. <br />Mr. Ashbach re-read the ammendment to our dog ordinanceas proposed which <br />had been prepared by our Attorney. Mr. Weber, Chief of Police recommended <br />a strict dog ordinance in order to give the police department power to <br />control the problem. <br />Mr. McClung reported that the B&K dog catching service fees are as follows: <br />For answering complaints and pick-up of a dog <br />3 days feed and room---$3.75 <br />Time and milage------ - 2.25 <br />Total 6.00 <br />For answwring complaint and no pick up of dog <br />Time of talking to owner--- $2.00 <br />For disposal of dog.T--------- 2.50 <br />The equipment needed to be furnished by Village would be a badge and a <br />record book. <br />Mr. Wasielewski, Village Polcieman estimated that duri~g a year there <br />would be approximately 20 dogs requiring pick-up. <br />After Council discussion and suggested revisions to the proposed ammend- <br />ment, Hoyt moved and Stromqftist seconded the motion that Attorney be <br />requested to have the ammendment put iDto shape to be acted upon, and <br />also that we give thought to budget cost so as to have effective enforce- <br />ment of the ordinance. Motion passed. <br /> <br />eAt the request of Mr. Husby and Mr. Rysgaard, Council requested Attorney <br />to write to Mr. Stepnitz, developer of the Zilliox Plat to request him <br />to obtain grades and specifications from Engineer, and to Complete <br />Connelly Avenue according to the specifications by October 1, 1956. <br />The Council requested an answer to this from Mr. Stepnitz by the <br />regular meeting on August 27, 1956. <br /> <br />At Mr. J.!ouglas Andrews' request for a bul.ldibng permit for a Tea-built <br />house in Shorewood Hills, it was suggested that he present plans for the <br />house to the Council. <br />
