In reference to stormwater management, the Applicant has submitted their stormwater <br />management plan for staff review. The Applicant stated in their narrative that the proposed <br />stormwater management plan meets or exceeds the rules and requirements of the Rice Creek <br />Watershed District, noting that underground storage chambers would be utilized in addition to the <br />sedimentation pond for controlling the rate of discharge and filtering out sediment. Catch basins <br />would collect surface drainage and direct it toward the sedimentation pond or to the underground <br />storage chambers. Treated stormwater would be discharged into a nearby wetland basin. <br />The Applicant's stormwater management plan is subject to Rice Creek Watershed District review <br />prior to the Final Plat. Staff has shared the Applicant's plans with RCWD and the Applicant has <br />been directed to work with RCWD regarding drainage and utilities prior to the final plat review. <br />Chapter 13, Zoning Code - Rezoning <br />Section 1320, District Provisions <br />The Applicant is requesting to rezone the 10.74 acre Lot 2, Block 1 Arden Heights Addition parcel <br />shown on the preliminary plat from B-1 Limited Business District to R-4 Multiple Dwelling <br />District to be consistent with the site's guiding as High Density Residential in the 2040 Arden <br />Hills Comprehensive Plan. The rezoning would also provide for the Applicant's intended use for <br />the parcel for an age -restricted (55+) active senior apartment community with a single three-story <br />building. <br />The Zoning Code in Section 1320.04, Subd. 4 includes the following purposes of the R-4 Multiple <br />Dwelling District - <br />1. To establish areas for the development of multiple dwelling structures with a maximum <br />density of twelve (12) units per net acre; <br />2. To permit the most intensive residential development allowed in the City; and <br />3. To maintain an essentially residential character in areas developed at a more intensive <br />density. <br />Parcels zoned forthe R-4 Zoning District are subject to the zoning requirements as noted in Section <br />1320.05 Land Use Chart and Section 1320.06 District Requirements Chart. The 10.74 acre parcel <br />meets the requirements for lot dimensions in the R-4 Zoning District in Section 1320.06. Future <br />improvements to the parcel would be subject to the district requirements for the R-4 Zoning <br />District and shall be evaluated when a land use application for development is initiated. <br />The Applicant states that the intended use for the 10.74 acre parcel is a single, 3-story building <br />with approximately 122 units for an age -restricted (55+) active senior apartment community. In <br />the Section 1320. 05 of the Zoning Code, a multiple family dwelling is a use that is permitted in <br />the R-4 Zoning District through a conditional use permit. Future land use applications that include <br />a multi -family dwelling use would be evaluated according to the R-4 density and development <br />requirements as well as the conditional use permit criteria. <br />The City Council's review of this rezoning request may also consider the following: <br />1.
