NEW BUSINESS — IIA <br />fi` IZEN HILLS <br />MEMORANDUM <br />DATE: August 26, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, Interim City Administrator <br />FROM: Elena Fransen, Senior Planner <br />SUBJECT: Planning Case #24-015 — Public Hearing Required <br />Applicant: Trident Development, LLC <br />Property Location: 1700 West Highway 96 <br />Request: Preliminary Plat and Rezoning <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Planning Case 24-015 and the adoption of Resolution 2024-041 for the Preliminary Plat <br />known as "Arden Heights Addition" to subdivide the parcel at 1700 West Highway 96 and <br />to rezone the newly created 10.74 acre lot from B-1 Limited Business District to R-4 <br />Multiple Dwelling District. <br />Background <br />Trident Development ("The Applicant') has submitted a land use application for a Preliminary <br />Plat and Rezoning for the parcel at 1700 County Highway 96 ("Subject Property"). The Applicant <br />is proposing to subdivide and purchase approximately 10.74 acres in the northwest corner of the <br />Subject Property. The Subject Property is currently owned in its entirety by the North Heights <br />Lutheran Church. The proposal includes a request to rezone the newly created lot from B-1 Limited <br />Business District to R-4 Multiple Dwelling District in order to allow for the future development <br />of an age -restricted (55+) active senior apartment community with a single three-story building. <br />Approvals <br />1. Preliminary Plat <br />The Applicant is requesting a Preliminary Plat to subdivide the parcel into two separate parcels <br />and establish the Arden Heights Addition subdivision. A 10.74 acre parcel would be established <br />as Lot 2, Block 1 Arden Heights Addition and a 30.36 acre parcel would be established as Lot 1, <br />Block 1 Arden Heights Addition.
