5. Materials Processing and Marketing <br />5.1 Processing Facilities Must be Specified <br />It is intended that all recyclables collected will go to recycling markets to be manufactured into recycled <br />content goods. Preferably those markets will be in the Upper Midwest. <br />The City shall be assured that adequate recyclable material processing capacity will be provided for City <br />material collected. Contractor shall assure that all recyclables collected in the City are not landfilled or <br />incinerated except for process residuals with written authorization from the City and the Minnesota <br />Pollution Control Agency. <br />The proposals must clearly specify the location(s) of its materials recovery facility (MRF), or <br />subcontractor's facility, where material collected from the City will be delivered and/or processed and <br />the residual rate at the facility. The Contractor shall provide written notice to the City at least 60 days in <br />advance of any substantial change in these or subsequent plans for receiving and processing recyclables <br />collected from the City. <br />Respondents shall arrange a tour of the designated MRF for the RFP review committee. The tour shall <br />occur before November 1.2024. <br />5.2 Estimating Materials Composition as Collected <br />At least one materials composition analysis of the City's recyclables will be conducted each year to <br />estimate the relative amount by weight of each recyclable commodity by grade. The results of this <br />analysis shall include: <br />1. Percent by weight of each recyclable commodity by grade as collected from the City; <br />2. Relative change compared to the previous year's composition; and <br />3. A description of the methodology used to calculate the composition, including number of <br />samples, dates weighed, and City route(s) used for sampling. <br />A City representative will be notified of the date of the analysis no later than two weeks in advance and <br />invited to participate in the analysis. The analysis will be conducted no later than December 1 of each <br />year and a copy of the analysis will be provided to the City with the annual report, due January 15 of each <br />year. <br />5.3 End Market Certifications <br />Written certification will be provided to the City that all recyclable commodities identified are indeed <br />recycled and not disposed. All end markets manufacturers or processors shall be identified for each of <br />the recyclable commodities. <br />RFP for City of Arden Hills Recycling Services . 9 <br />
