MINUTES OF REGULAR MEETING COUNCIL OF THE VILLAGE OF ARDEN HILLS Monday, April 14, 1955 RThe meCaeltli~.g was called to order at 5:00 P.M. by Mayor Ashbach. oIl Present; Ashbach, Winfrey, Crepeau, Stromquist Absent; DeLange The minutes of the March 31, 1955 Council meeting were read and approved. ~. Kennedy reguested that Council reoonsider ~heir action taken to obtain asements IK2,3, & 4 of Auditor's subdivision #50 from Mounds View Town- .ShiP. Mr. ennedy requested that if the Village does not need them that they be returned to the original owner, Mr. Cederholm. The matter w~s re- ferred to Trustees Crepeau and Winfrey. Mr. John Lambros~ 3213 Ridgewood Road complained that the neighbors throw rubbish next to ~he fence on his property and that the children shoot be-be and 22 rifles at a sign on his property. Mr. Weber, Chief of Police informed Council that this has been a problem in the past and that the Court has tal.ed with the people responsible. The shooting problem has been referred to the Juvinille Department of Ramsey County and Arden Hills will await the outcome of their decision before further action is taken. Douglas Barthany reported that a group of 25 to 30 youngsters were discovered having a beer party at Co. Rd. F and Hamline Avenue on ryrivate property there. The group all le~t the scene except those in two cars, and took all beer cans etc with them. Mr. Barthany felt that we should have an ordinance against parking on private property. The matter was referred to the Public Safety Committee. Upon motion by Winfrey} seconoed by Crepeau, Council i8 to have the village ordinances printed in oooklet 15M form, cos~ to be taken from the Public Welfare budget. Motion passed. Finance Committee: Mrs. Stromquist reported on a meeting held of the Finance Committee with the Attorney in attendance. The Committee report, as - submitted by the Attorney, in regard to purc~ase of the Village Hall, the Kenna property, and the financing of the Grant Road project was read to the Council. The Finance Committee recommended that the Counoil agree to purchase the Village Hall for $9500.00 with the details of the financing of ~e purohase to be worked out later, and that if we are to issue bonds for both the hall and the Kenna property, that we try to conbine them into one bond issue to save bonding agent fees. Upon motion by Crepeau, seoonded by Winfrey, the Counoil agreed to purohase Village Hall at 1450 Hlghway 96, sub~eot zax to a olear title, with the details of the purohase to be worked out at a later date. Motion passed. 4IJJpon motion by Stromquist, seoonded by Crepeau, Village Attorney was author- ized to prooeed with bond issue for purohase of the Kenna property. Motion passed. The bond issue to be held up until method of financing of Village Hall is decided upon. th
