<br />. <br /> <br />MINUTES OF REGULAR MEmING <br />COUNCIL OF THE VILLAGE OF ARDEN HILIS <br />MONDAY, AUGUST 31, 1959 <br /> <br />The meeting was called to order at 8:20 p.m. by Ma;yor Ashbach. <br /> <br />Roll call: Present; Ashbach, Crepeau, Kennedy, DeLange, Stromquist <br />Absent; none <br /> <br />The minutes of the August 31, 1959 meeting were read and approved as amended. <br />. The minutes of the August 14, 1959 meeting were read and approved. <br /> <br />Mr. Talbot Jones, Phmning Consultant for Village shOlliod a series of Village maps he is worldng <br />on. Mayor Ashbach requested early completion of maps. <br /> <br />Mr. Allen Johnson, 4529 Lakeshore Place, complained of a drainage problem on La.keshore Place. <br />Matter referred to DeLange. <br /> <br />A Public Hearing was held on the request of John Nes!l;y" to rezone from residential R-2 to <br />Commercial a 300' x 400' piece of land at Highway 96 adjoining his pt'esently commercial zoned <br />land. <br /> <br />Mrs. Cliff Steinkraus, 4535 Lakeshore Place, objected to the extension of commeroial zoning <br />into a residential area. <br /> <br />Mr. Nes!l;y", owner of property spoke in favor of the rezoning, stating it is aoross from Twin <br />~ Cities Arsenal and in a suitable looation for business. <br /> <br />Trustee Kennedy stated that Zcning Committee favored the rezoning. <br /> <br />Mr. Jones, Planning Consultant for Village stated that he feels that Village already has more <br />than enough commercially zoned land; that the history of over-zoning commercial is a sad one, <br />because many business areas fail if too large an area is zoned commercial; that one property <br />owner may not alwa;ys own same pieoe of property, so village should determine what the zoning <br />should be for certsin areas. Mr. Jones recommended further consideration of the matter. <br /> <br />After Council discussion, Stromquist moved, Ashbaoh seconded the motion that the rezone request <br />be given further consideration by Council, with review of our entire Village Zoning Plan, deoision <br />to be made On this matter at a later date. Motion passed. <br /> <br />Monroe Kronstedt, Civil Defense Director, reported on an accident injuring Joseph Beech, an <br />Arden Hills Civil Defense member. The accident occurred August 24 at University Avenue and <br />Robert Street while Mr. Beech was on Civil Defense duty for Ramsey County directing traffic <br />for the 40 and 8 American Legion Parade. Mr. Kronstedt and Police Chief Weber felt that the <br />liability for accident should be with Ramsey County. Matter referred to Village Attorney <br />. Courtney. <br /> <br />Mr. Ken Sparks requested permission for 7 to 9 families living on Forest Lane in Arden Hills #2 <br />to construct a swimming pool. <br /> <br />Mr. Perce Hale, 1401 Sldles Lane, stated some residents in that area objected to the project and <br />.. requested a public hearing. The matter was referred to the Village Attorney. <br /> <br />Building plans for remodeling building on Highway #10 for Schreyer, Inc. were submitted to Council. <br />Plans were referred to Bu!llding Inspector Kelley. If approved, Building Inspector to inform <br />Clerk who will check matter with Council manbeTlili <br />
