Courtney informed the Cou~cil that he finds that State Aid <br /> is used for maintenance of pUblic roads according to the Statute, and <br /> believes that this fund might be reduced if such a sign were posted. <br /> PLANNING COMMiSSION <br /> Mrs. Carolyn Tissol, secretary of the Planning Commission, reported <br /> that five members had attended the Planning Conference held recently <br /> in Mpls. <br /> She informed the Council that the Planning Commission vrould like <br /> approval and help from the Council to send letters to other municipal- <br /> ities to request support of a legislative bill concerning Planning <br /> Commissions. Mrs. Tissol also submitted a draft of such letter and <br /> e a copy of the bill. The Council authorized Clerk Lorraine Stromquist <br /> to write such letter and present it to the hamsey County League of <br /> Municipalities meet':'ng to be held on October 27, 19M, and a similar <br /> letter be sent to the Hennepin Co. League of Municipalities. <br /> Trustee Crepeau moved, seconded b;r Trustee Nethercut. that all members <br /> attending the local Planning Conference be reimbursed; motion carried. <br /> REPORT OF ENGR. DONALD LUND <br /> Valentine Crest Road <br /> 'rrus tee Olmen moved, seco nded b;r Trus tee Crepe au, and as recommended <br /> byh:ngr. LU':l d, the Valentine Cres t Road be accepted by the Village <br /> and the bonds released; motion carried.. <br /> Draina~e Problem <br /> Engr. und reported that the flow of water neer the Rysgaard property <br /> was probably started again by the dumping of fill during the construc- <br /> tion of the Texaco station causing a drainage problem in the area. <br /> Mayor Kennedy stated that this apparently is a p!'ivate matter unless <br /> it affects our streets. Matter referred to Bngr. Lund to confer with <br /> Mr. Stepnitz, the owner of the property on which the spring is located, <br /> for a solution. <br /> Oak Ave. Street Improvement <br /> Engr. Lund presented a letter from Engr. Hendrickson, which was read <br /> by Clerk Lorra~ne Stromquist. This letter was in reply to an inqui:ry <br /> concerning inadequate supervision of the Oak Avenue blacktopping por- <br /> tion of the street improvement. Engr. Hendrickson stated that fllll <br /> till.e supervision was not called for in the contract and actually was <br /> not necessary; that the amou!Jt of tine spent in supervising was based <br /> on the knowledge of the contracto:r's work and the fact that the paving <br /> was on the surfaca and readil;r visible for inspection after it was <br /> laide <br /> REPORT OF TRUSTEE NJnHERCUT <br /> County Road F Playground <br /> Trustee Nethercut reported that Clerk Lorraine Stromquist had received <br /> a call from Ryan Landscaping requesting authorization to seed the area <br /> iIImediately with a guarantee that t he seed would ~ow or there would <br /> . be no cost to the Village; therefore, with his approval. permission <br /> was granted. <br /> Drive-in Re~uest informed the Council that an application had been <br /> Trustee Net ercut <br /> received by the Planning COmmission from Mr. Anderson to construct <br /> an A & W Drive-in re staurant on County Road E near the Texaco Station. <br /> Mayor Kennedy suggested that Trustee Nethercut confer with Attyo <br /> Courtney on possible rejections of this application as the Council <br /> felt this business would not be desirable because of the nuisance and <br /> extra policing factors involvede <br /> REPORT OF TRUSTEE OLMEN <br /> Matters previously discussed. <br /> -2.. <br />
