<br />Mr. Kostohryz believes this property could be sewered without a <br />lift station. <br /> <br />He stated he had reached an agreement with Mr. Blomquist regarding <br />the purchase of the lot between them, but negotiations have fallen <br />through. Mr. McGuire, architect for Mr. Kostohryz, stated that he had <br />checked the property before commitment with Mr. Kostohryz; the house <br />was planned considering the surroundings. He quoted a portion of <br />the Ordinance regarding reasons for granting variances. <br /> <br />. <br /> <br />Mr. Smith, Attorney for Mr. Blomquist, put Into perspective the <br />proposals and objections, regarding Lots 4,5 and 6. At present there <br />is no agreement between Kostohryz and Blomquist regarding the purchase <br />of the adjacent lot, which Mr. Blomquist considers buying as a <br />buffer zone. This mlltter is stili being negotiated. <br /> <br />Mr. Smith believes the Council should be I. looking at two variances - <br />present and the future of the lldjacent lot. 2. The Planning Commis- <br />sion and the Board of Appeals should have studied the problem In <br />perspective, not as a buffer zone, but as two vllriances, and 3. Is <br />the proposal the only solution to the problem? The garage position <br />should have been explored. He requested the Counci I to consider the <br />problem In perspective and determine whether the parties could <br />solve the problem between them; the Council should give the mlltter <br />more time for sonslderation. <br /> <br />Mr. Blomquist stated he Is attempting to reach a solution without <br />burdening the CounCil; he does not intend to buy for speculation, but <br />would landscape the area to minimize the difference in set-back. A <br />second variance In the future Is of great concern to him as It would <br />certainly devaluate his property. <br /> <br />Howard Erickson, President of the Island Belich Club, believes the <br />request Is for too grellt a variance to be grllnted. <br /> <br />Mr. and Mrs. Alvin Falteisek stated that thay believed there should <br />be a compromise, which Mr. Kostohryz hilS not attempted to do. They <br />believe the requestor of the variance should make some concessions. <br /> <br />Trustee Olmen informed the Council that he had looked over the site <br />llnd believes the garage could be set farther back; It appears the <br />neighbor to the north drives in from Rldgewood Road and he believes <br />Mr. Kostohryz could also come in from there. <br /> <br />Mr. Kostohryz stated he does not own property on Rldgewood; there- <br />fore has no access there. He believes a lot 125' x 250' is enough <br />property to build a house. <br /> <br />. <br /> <br />Mayor Nethercut stated that he had looked at the site with Mr. <br />Kostohryz llnd Trustee Crepeau, and, at thllt time, felt there was no <br />problem if that lot were the only consideration, but the possibility <br />of a second lot future variance request creates a problem. He <br />believes Mr. Kostohryz should compromise some because of the adjacent <br />lot - some agreement should be reached regarding this. <br /> <br />Trustee Crepeau expressed that he felt this way too. <br /> <br />Mayor Nethercut stated the Planning Commission felt the proposed <br />placement of the garage Is the best solution. Trustee Hollenhorst <br />reviewed the Planning Commission's recommendation, but felt he could <br />not agree with the present propoSlll. <br /> <br />Trustee Hollenhorst moved the matter be postponed until llnllgreeable <br />pact can be reached between the parties Involved; seconded by Trustee <br />BJorndahl; motion carried. <br /> <br />Mr. Kostohryz Inquired as to what variance would be granted for the <br />property in event no pact was reached, and what procedure would <br />have to be followed If changes were mllde In his present proposal. <br /> <br />Mayor Nethercut replied that any significant changes would necessi- <br />tate appearing again before the Planning Commission. <br /> <br />-4- <br />
