Courtney, Village <br />Engineer Dona!d Lund, Administrative Clerk Lorraine <br />Stromquist and Accounting Clerk Charlotte McNiesh. <br /> <br />Approvai of Minutes <br />The minu'i'es of Regular Council Meoting of August 28, 1967 ~Iere <br />approved as amended. <br /> <br />Pub!lc Hearlnq- Lake.Josephine Draineqe Ditch <br />Mayor Nethercut reviewed requests from residents in the area over <br />the past several years concerning possibie ditch Improvement. <br />Reasons for requested improvement centered prlmari Iy around <br />safety for smal I chi Idren and objections to stagnant water. <br />Engineer Lund stated that the proposed project would cover about <br />250 feet of open ditch to approximately Ingerson Court and that <br />pipe could be added, at a later date, extending to Lake Josephine. <br />Cost is estimated at $4700.00, of which Ramsey County's share <br />is about $570.00. if the balance were assessed to residents in <br />the water shed area, this would amount to $52.20 per lot. Trustee <br />Bjorndahl no"i"ed that this is a storm "ster drainage problem, and <br />that the Vi Ilage has paid 30% .of the cost in simi lar projects. <br />This would reduce the assessed cost to $37.00 per lot. <br /> <br />R. Peterson-L I I 12 Carlton Drive, asked who instigated the project. <br />Mayor Nethercut and Trustee Bjorndahl stated that the Council had <br />instigated the proposal as a result of requests con~ernlng danger <br />to toddlers and stagnant water which wus odiferous in hot weather. <br />Attorney Courtney advised that in the past assessments have not <br />been spread over less than 5 years. Mr. Peterson stated he was <br />not necessari Iy opposed to the project, but was seeking additional <br />information. <br /> <br />Mayor Nethercut stated that the Council was not "pushing" the <br />project; and if residents felt the need for further study or <br />alternate salutions, this was agreeable. There was no reply to <br />Mayor Nethercut's invitation for residents to speak in favor of <br />the proposed project. <br /> <br />Howard Haas, 1138 Ingerson Road, stated that the area residents <br />did not feel that any individual would benefit from this type of <br />Improvement, but were primarily interested in preventing possible <br />drowning of toddlers. He also questioned where the responsibility <br />would lie if a drowning occurred. <br /> <br />'. <br /> <br />Allen E. Beseth, 1201 Ingerson Road, questioned whether the pro- <br />posed design wouid el imlnate sl It-buildup in Lake Josephine at <br />the end of the ditch. <br /> <br />After some discussion Trustee Bjorndahl moved that the Councit. <br />adjourn the public hearing until October 9,1967; seconded by <br />Trustee Hollenhorst; carried. <br /> <br />Mr. Beseth expressed the gratitude of area residents to Council <br />for its cooperation. <br /> <br />Wrecked Cars at Phlli ips 66 Station <br />R. McKenna, lessee of the station at Highway No.8 and Highway No. <br />96 stated that he stores wrecked cars until the owner or insurance <br />companies pick them up or until they go to salvage.
