C. Retailers must confirm individuals age using one of the documents provided
for in Minnesota Statutes, section 342.27, subdivision 4(b).
Minnesota State Statute 342.27 Subd. 4(b) requires the following:
b) Proof of age may be established only by one of thefollowing:
(1) a valid driver's license or identification card issued by Minnesota,
another state, or a province of Canada, and including the photograph
and date of birth of the licensed person;
(2) a valid Tribal identification card as defined in section 171.072,
paragraph (b);
(3) a valid passport issued by the United States;
(4) a valid instructional permit issued under section 171.05 to a person of
legal age to purchase adult -use cannabis flower or adult -use cannabis
products, which includes a photograph and the date of birth of the
person issued the permit; or
(5) in the case of a foreign national, by a valid passport.
Is registration tied to all owners and operators of a registration like tobacco?
Registration is directly tied to the license issued by the OCM. The City's ordinance for
cannabis registration would likely address this question. Criteria has not been developed
for the registration portion of cannabis use and will be considered as part of future
discussions.
Discussion
Staff is looking for direction from the City Council on the draft ordinance language for cannabis
uses.
Budget Impact
N/A
Attachments
A) Draft Ordinance Amendment for Cannabis Zoning Standards
B) City Map Cannabis Setback
Page 6 of 6
