Absent - Councilman Olmen <br /> Also Present - Engineer Donald Lund, Treasurer Worth G. Read, ~la I nte- <br /> nance Supervisor Ev Beecher, Administrative Clerk Lorraine <br /> Stromquist and Deputy Clerk Florence Honan <br /> . Approval of Minutes <br /> The minutes of the regular meeting of November 25, 1968, were approved <br /> as amended. <br /> 1605 Johanna Blvd. - Broken Sewer Pipe <br /> Jerome Wasielewski, 1605 Johanna Blvd., was present and explained <br /> that Northern Contracting Co. had broken the sewer line to the pro- <br /> pe rty line, which was to service the property at 1609 Johanna Blvd., <br /> which he now owns. Engineer Lund Informed him that none of the sewer <br /> lines were installed to the property lines, but only to the end of <br /> the Improved roadway; however, the contractor did break the end of <br /> one section. <br /> Mr. Wasielewski also Informed the council that the dr I veways at <br /> 1605 Johanna Blvd. and at i936 Grant Road, which he also owns, have <br /> been damaged and not satisfactorily repal red. <br /> Mayor BJorndahl Informed him that the council Is aware of many <br /> similar situations; the contractor wi I I do temporary repair now, and' <br /> wi II do permanent repair I n the spri ng. <br /> Matter referred to Mr. Beecher. <br /> BUSINESS FROM THE FLOOR <br /> Ingerson Road Drainage Matter <br /> David Irwin, 1200 Ingerson Road, reported on the reactions of the <br /> property owners who would be assessed for the proposed Improvement <br /> to correct the drainage problem In this area. He contacted about <br /> 70-75% of the 80 plus property owners; about 10-15% ml~ht favor the <br /> Imp rovement. The people were Interested In the cost 0 the Improve- <br /> ment. Mr. Irwin recommended that either the project be droppe d, or <br /> a comprehensive plan of the Improvement be obtained which would In- <br /> clude the "total area, considering the properties owned by Mr. Jurgenson <br /> and also St. Paul Bib I e Co II ege. <br /> Engineer Lund stated that a portion of the problem Involved Shorevlew; <br /> . Shorevlew would be requested to assist In the financing. <br /> Mayor BJorndahl then asked what the opinion of the project was, not <br /> considering the cost. <br /> . Mr. I rw I n replied that the cost was the most prominent objection; <br /> possible 10 property owners would agree to the Improvement at a <br /> reasonable cost. <br /> Mayor Bjorndahl thanked him for his effort. <br /> REPORT OF ATTORNEY COURTNEY <br /> (absent) <br /> Amended Personnel Ordinance - Final Reading <br /> Mayor Bjorndahl read from Atty. Courtney's letter, dated December 9, <br /> 1968, concerning this matter, and also read the final draft of this <br /> ordinance. <br /> Councilman Crepeau moved the app rova I of the adoption of an ordinance <br /> repealing Ordinance No. 96 and amending Ordinance No. 83, the personnel <br /> ordinance, by adjusting sick leave and vacation benefits and granting <br /> additional discretion to the counc II In certain matters; seconded by <br /> Councilman Hollenhorst; motion carried. <br /> - I - <br />
