MINUTES OF REGULAR COUNCIL MEETING Vi Ilage of Arden HII Is Monday - December 9, 1968 - 8:00 p.m. Ca II to Order The meeting was called to order by Mayor BJorndahl at 8:03 p.m. Roll Call Present - Mayor Bjorndahl, Councilmen Crepeau, Hollenhorst and Henderson . Absent - Councilman Olmen Also Present - Engineer Donald Lund, Treasurer Worth G. Read, ~la I nte- nance Supervisor Ev Beecher, Administrative Clerk Lorraine Stromquist and Deputy Clerk Florence Honan . Approval of Minutes The minutes of the regular meeting of November 25, 1968, were approved as amended. 1605 Johanna Blvd. - Broken Sewer Pipe Jerome Wasielewski, 1605 Johanna Blvd., was present and explained that Northern Contracting Co. had broken the sewer line to the pro- pe rty line, which was to service the property at 1609 Johanna Blvd., which he now owns. Engineer Lund Informed him that none of the sewer lines were installed to the property lines, but only to the end of the Improved roadway; however, the contractor did break the end of one section. Mr. Wasielewski also Informed the council that the dr I veways at 1605 Johanna Blvd. and at i936 Grant Road, which he also owns, have been damaged and not satisfactorily repal red. Mayor BJorndahl Informed him that the council Is aware of many similar situations; the contractor wi I I do temporary repair now, and' wi II do permanent repair I n the spri ng. Matter referred to Mr. Beecher. BUSINESS FROM THE FLOOR Ingerson Road Drainage Matter David Irwin, 1200 Ingerson Road, reported on the reactions of the property owners who would be assessed for the proposed Improvement to correct the drainage problem In this area. He contacted about 70-75% of the 80 plus property owners; about 10-15% ml~ht favor the Imp rovement. The people were Interested In the cost 0 the Improve- ment. Mr. Irwin recommended that either the project be droppe d, or a comprehensive plan of the Improvement be obtained which would In- clude the "total area, considering the properties owned by Mr. Jurgenson and also St. Paul Bib I e Co II ege. Engineer Lund stated that a portion of the problem Involved Shorevlew; . Shorevlew would be requested to assist In the financing. Mayor BJorndahl then asked what the opinion of the project was, not considering the cost. . Mr. I rw I n replied that the cost was the most prominent objection; possible 10 property owners would agree to the Improvement at a reasonable cost. Mayor Bjorndahl thanked him for his effort. REPORT OF ATTORNEY COURTNEY (absent) Amended Personnel Ordinance - Final Reading Mayor Bjorndahl read from Atty. Courtney's letter, dated December 9, 1968, concerning this matter, and also read the final draft of this ordinance. Councilman Crepeau moved the app rova I of the adoption of an ordinance repealing Ordinance No. 96 and amending Ordinance No. 83, the personnel ordinance, by adjusting sick leave and vacation benefits and granting additional discretion to the counc II In certain matters; seconded by Councilman Hollenhorst; motion carried. - I -
