He stated that there are arteries to feed the project <br /> and he could get an engineering estimate regarding this. <br /> Mr. Re i n displayed an architectural drawl ng of the complex. He <br /> won de red whe re in Arden Hills would multi-family dwellings not <br /> . increase traffic, sl nce the counc i I will only consider multi- <br /> family dwellings in residential districts. He believes 9 - 10 <br /> thousand cars travel on Cleveland Avenue in a 24 hour span - the <br /> complex would really add a sma II percentage to the traffic load. <br /> . No.4 - Mr. Rein stated that all site plans that have been requested <br /> have- been submitted. The cost of supplying site plans and construction <br /> plans Is not feasible unless the council gives some Indication of <br /> granting the permit. He said they will comply with all codes and <br /> regulations of Arden Hills and wi II request no waivers; they will <br /> comply In every respect. Mr. Rein further stated that he does not <br /> know of any deficiencies In the presentation to the Planning Commission. <br /> He reported that construction of the complex will be the highest <br /> quality within a three mile radius of that site. A buffer zone of <br /> 185' will be provided in a II directions and will be used for single <br /> family construction; none of the present homes would be neighbors <br /> of the multi-family housing. He stated that 51% of a II housing <br /> construction today Is mUlti-family. <br /> These matters were then discussed by the council and additional <br /> questions were raised by various members of the counc I I . The mayor <br /> In qui re d into the buffer zone suggested by Mr. Rein and asked whether <br /> this had been proposed to the Planning Commission. Councilman Hollen- <br /> horst pointed out that there was a question whether the site was suit- <br /> able for single family dwellings, and, also, commented that people <br /> at the Planning Commission public hearing were overwhelmingly against <br /> the application. <br /> With reference to the site plan, Atty. Courtney pointed out that this <br /> was a prel imlnary requirement under the Housing Policy, that apparently <br /> an adequate site plan had not been submitted to the Planning Commission, <br /> and It was up to the applicant whether or not he chose to meet the <br /> requirement. He also stated the Housing Policy and the Comprehensive <br /> Plan, as proposed by the Planning Commission, and approved by the <br /> counc II must be considered by the Planning Commission and the council <br /> along with the Zoning Ordinance. <br /> Atty. Gray stated he felt they should not be required to present a <br /> specific plan without first being told that the council was generally <br /> In favor of the application since specific plans would be expensive. <br /> ~~i~!t the Planning Commission should first consider <br /> . any additional material to be submitted. <br /> /> <br /> After additional discussion, Counc t lft:repeau moved that the matter <br /> be re-referred to the Planning Commission to take such additional <br /> . information from the applicant as he chose to submit, with the <br /> Planning Commission to decide whether or not a new public hearing <br /> should be held. This was seconded by Councilman Hollenhorst and <br /> the motion carried. <br /> REPORT OF ATTORNEY VINCENT P. Courtney had written a letter, dated October 28, <br /> counc I I in which he recommended approval of the transfer of the <br /> Ii quor Ii cense for McGuire's, subject to a check by the police and <br /> fire departments. <br /> Councilman Crepeau stated that these checks have been made and <br /> reported that conditions were satisfactory. <br /> Councilman Crepeau moved; seconded by Councilman Hollenhorst; that <br /> the liquor licenses for McGuire's Supper Club, 1201 W Co Rd E, <br /> be transferred from Truck Crane Service Co. to ~kGu i re IS, Inc. , <br /> effective November 1 , 1968; motion carried. <br /> - 3 - <br />
