Minute Book <br /> Minutes of Regular Counci I Meeting <br /> Village of Arden Hills <br /> Monday, September 30, 1968 - 8:00 p.m. <br /> Call to Order <br /> The meeting was called to order by Mayor Bjorndahl at 8:00 p.m. <br /> Roll Ca II <br /> Present - Mayor Bjorndahl, Councilmen Crepeau, Ho I I enhorst, Henderson, <br /> and Olmen. <br /> Absent - None. <br />. Also Present - Attorney Courtney, Engineer Lund, Treasurer Read, <br /> Building Inspector Kelley, Maintenance Supervisor Beecher, <br /> Administrative Clerk StromquIst and Accounting Clerk McNlesh. <br />. Approva I of Minutes <br /> The minutes of the Regular Council Meeting of September 9 were ap- <br /> proved as amended. Councilman Crepeau moved that the minutes of July <br /> 29, 1968 be amended on page 5, adding a salary rate of $3.25 per hour <br /> for OffIcer Stradlnger. Seconded by Councilman Hollenhorst, carried. <br /> Meetlnq with HUO'Representatlve <br /> Mayor Bjorndahl reported on the meeting of September 25, 1968 with <br /> Mr. Henderson, HUD representative. Senator Robert Ashbach, Mayor <br /> Bjorndahl, former Mayor Robert Nethercut, Councilman Olmen and <br /> Engineer Hendrickson toured the Village and discussed the need for <br /> federal assistance on Water Improvement 68-2 and 68-3 with Mr. Henderson. <br /> This Village request is now under direct review; Mr. Henderson stated <br /> the f I na I app Ilcatlon for aid should be forwarded to the Village very <br /> shortly. He stated the amount of aid would be $585,000 or nothing. <br /> Mayor Bjorndah I reported the group was encouraged about the proba- <br /> b II I ty of securing federal a I d. <br /> Ramsev County Llbrarv Reauest for Water <br /> Mr. Willi ams reported that due to some delays, the target date for <br /> completIon of the IIbr3ry was May 1969. Mayor Bjorndahl stated the <br /> Counc II wll's reluctant to order a separate water Improvement to the <br /> I I bra ry site I n view of the possibility of federal aid. Construction <br /> schedules of a water Improvement with federal aid were discussed, <br /> as well as the alternate salution of a temporary well at the Ii brary <br /> site. Mr. Williams expressed his appreciation for the excellent co- <br /> operation of the Village of Arden Hills wit, the Ramsey County Library <br /> Board. <br /> 1969 BudQet and Tax Levy <br /> CoUncilman Henderson reviewed the 1969 budget needs for Arden Hills. <br /> The Village mill rate is estimated to be about 40 mills. Mayor <br /> Bjorndahl reported that the Increase of about 10 mills Is attributable <br /> p rima r I I Y to: <br /> 1. Water Improvements <br /> 2. Need for equipment and personnel to service utllitie~ <br /> 3. 24 hour police service <br />. 4. Cost of II vi ng Increases necessitating salary increases <br /> for Village employees <br /> COuncilman Henderson moved that $249,504 be certified to the County <br /> Auditor, as per attached resolution and that the budget for the <br />. Calendar year 1969 be approved as presented and attached. Seconded <br /> by Councilman Crepeau, carried. <br /> Vlllaqe Emblem of the Village emblem, <br /> Mr. Fenske explained that a mllar stencil <br /> approximately two feet In diameter, would cost about $25. This <br /> stencil would be used on new Village equipment. Mr. Fenske said <br /> possible LC. donation of the stencil would be discussed at a future <br /> meeting. <br /> BUSINESS FROM THE FLOOR <br /> Oak Avenue DraJnaqe the easement <br /> Mr. Bergeson, 1680 Oak Avenue, discussed the status of <br /> necessary to correct a drainage problem which is damaging his private <br /> roadway. Since Water Improvement 68-1 Is under construction on Oak <br /> Avenue, a solution to Mr. Bergeson's drainage problem Is urgent. <br /> Attorney Courtney said he would check on the matter and advise Mr. <br /> Bergeson. <br /> - 1 - <br />
