Mound Avenue <br /> r~r. and Mrs. Roesler, Mound Avenue, and Mr. Kleldon, Mound Avenue, <br /> discussed drainage, snow removal, street turnaround and access problems <br /> on Mound Avenue. The possibility of vacating Prior Avenue and esta- <br />. bllshlng straight access from Mound Avenue to Highway 10 was discussed. <br /> Supervisor Beecher was requested to examine the site and make recom- <br /> mendations. Matter referred to the Public Works Committee for report <br /> at the regular Council Meeting of October 14. <br /> REPORT OF ATTORNEY COURTNEY <br /> Sewer Improvement It <br /> Attorney Courtney reviewed his letter of September 12 and the <br /> Banister Engineering letter of September 16 relating to several <br /> small sewer assessments. He discussed the procedure to be fol lowed <br /> as outlined in his two letters of September 30, 1968 to the Council. <br /> Councilman Olmen moved adoption of the Resolution consolidating <br /> Certain Sewer Improvements Into Sanitary Sewer No. I I, Directing <br /> Assessment Proceeding Therefor as Permitted by Law, Determining the <br /> Cost Thereof and the Amount of the Expense Thereof to be Paid by <br /> the Village of Arden Hills and the Amount to be Assessed, Approving <br /> Assessment Rol I, Setting Public Hearing and Directing Notice Thereof, <br /> as attached; Public Hearing to be scheduled for October 28, 1968. <br /> Seconded by Councilman Henderson, carried. <br /> Countv Road D Water Assessment Procedure <br /> Attorney Courtney reviewed his letter of July 23, 1968. He Is <br /> checking on possible procedures which would enable property owners <br /> on County Road D to spread costs of water assessment over a period <br /> of years. <br /> Northern States Power Electric Rate Increase , <br /> Attorney Courtney summarized his letter of September 25 to Northern <br /> States Power concerning the proposed electric rate Increase. NSP <br /> requested that a meeting with the Council be scheduled. Councilman <br /> Hollenhorst reported on the hearing with the City of St. Paul and <br /> NSP. He also stated that the Ramsey County League of Mlnlclpalltles <br /> Is holding the matter In abeyance pending the completion of City <br /> of St. Paul rate study and hearings. The Counc II requested Attorney <br /> Courtney to write Rosevllle expressing the willingness of Arden Hills <br />. to cooperate with Rosevl lie on the rate matter, and also to advise <br /> NSP of the Council's desire to delay the requested meeting on the <br /> rate matter. <br /> Griffis Easements <br />. Attorney Courtney reviewed his letter of September 25 on the Griffis <br /> easements. The Counc II requested Administrative Clerk Stromquist to <br /> send a copy of this letter to Mr. Griffis. <br /> Plan Approval Procedure for State HIQhwav Department Construction Plans <br /> The attorney reviewed his letter of September 30, 1968 on this matter. <br /> A discuss I on followed concerning the municipalities role In approval <br /> of highway construction plans as against traffic control plans. <br /> Attorney Courtney will Investigate this matter and report to Council <br /> at a future meeting. <br /> VendinQ Ordinance . <br /> The rough draft of an Ordinance Prohibiting Peddlers or Solicitors <br /> From Entering Upon Certain Premises Within the Village of Arden Hills <br /> and Providing Penalties Therefor, was referred to the Public Safety <br /> and Finance Committees for study. <br /> - 2 - <br /> -- <br />
