ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES FEBRUARY 28, 2005 9 . Mr. Hellegers noted at the February 2, 2005 Planning Commission meeting, tbey reviewed this case and unanimously recommended approval of the Special Use Permit (2nd) Amendment subject to the following conditions: . 1. Tbe seasonal Household Hazardous Waste (HHW) collection operation should not exceed two months total per calendar year, nor sball the seasonal HHW collection operate for more than one month in a row. 2. In order to prevent vandalism or improper use, and to insure the security of the used oil collection and seasonal HHW site which would be in operation 24-hours a day, the applicant shall install an exterior security video camera to monitor the area. 3. If it were determined tbat tbe security of the used oil collection building posed a risk to Arden Hills residents and tbe general public attempting to utilize the facility, the Arden Hills City Council may require that tbe applicant install a security camera to monitor tbe interior of the used oil collection building. The applicant may choose to install a security camera to monitor the interior of the used oil collection building at any time and is not required to seek permission from the City of Arden Hills prior to the installation except for any building permits which may be required. 4. Landscaping removed for the installation of tbe seasonal HHW and used oil collection site sball be relocated to the nortb and/or northwest of the proposed used oil collection site. 5. The coloring of the exterior building materials sball be of a coloring compatible with the main Public Works building and shop area, and the Sberiffs Water Patrol building, or sball be painted to be compatible. 6. Any special events beyond tbe normal scope of uses (public works, sheriffs department, seasonal HHW, used oil collection facility) at the Ramsey County Public Works Facility would require the applicant to first obtain approval of the Arden Hills Planning Commission and City Council for an Amendment to this Special Use Permit. He noted staff also recommended including tbe following two conditions which were typically used on Special Use Permit Amendments: 1. The applicant shall continue to abide by the conditions of approval as stated in the approved Special Use Permit except as amended by the two subsequent amendments. 2. A Special Use Permit Amendment form, drafted by the City Attorney, shall amend the SUP and include the two anlendments to the Special Use Permit. The SUP Amendment form sball reference tbe proposed revision to the Site Plan from Planning Case #04-19. Building permits may only be issued after the SUP Amendment document receives the approval oftbe City Council and is executed by both the City Council and the applicant. . Councilmember Holden asked what kind of assurance would there be that tbis would be a cleaner facility tban the existing facility. Mr. Hellegers replied tbis would be in a building and not an outdoor collection area. He stated the building would look nice and due to tbe location near tbe Sberiffs Department, he believed this would be a secure area.
