He <br />believed tbey needed to send out a notice because it was tbe right thing to do. <br /> <br />Mayor Aplikowski asked if tbey wanted a letter sent to all of tbe residents of Arden Hills. <br />Councilmember Grant replied tbat was an option. <br /> <br />Ms. Wolfe stated in her earlier comments, she was not intending or trying to create more <br />difficulty with this. She stated if the direction was for additional public input and information, <br />they might not have tbe best process and perhaps they could not do it in time for the first meeting <br />in March. Sbe noted there was a public meeting set for March 16. She indicated at their last <br />meeting, there was a concern about getting an update out to the residents, but staff determined <br />that they could get in into tbe next newsletter, but this unfortunately had taken longer than they <br />had hoped. She stated they had the option of sending out a separate notice to the residents <br />regarding the TCAAP development. <br /> <br />. <br /> <br />Mayor Aplikowski asked if they did the letter to the residents for her to go along with that one, <br />it would have to be very carefully stated tbat this was not a question of whether or not tbey were <br />going to develop TCAAP because they had already passed that line and they are going to develop <br />TCAAP. She asked what the point was in baving residents come forward and what would they <br />tell the Council about this vision. She noted tbey could inform the residents about the vision, but <br />she did not know what the residents would tell Council about the vision. She asked why tbey <br />were asking residents to come and make comments. <br /> <br />Jim Ostlund, 1576 Royal Hills Drive, stated he was looking forward to the TCAAP <br />development. He indicated the public financing policy bad to drive tbe development. He stated <br />there had to be a decision as to what the City was willing to contribute to this and then give those <br />plans to the developer and have the developer work with what tbe City was willing to contribute <br />to the development. Mayor Aplikowski noted they could not run the numbers until the <br />framework had been established. She stated this should be a win-win for both the developer and <br />the City. <br /> <br />Councilmember Larson requested they move forward. <br /> <br />MOTION: Councilmember Larson moved and Councilmember Holden seconded a <br />motion to table Resolution #05-25 to tbe Council meeting on March 28, <br />2005 and allow for staff to develop materials to be sent out to tbe residents <br />of Arden Hills. Tbe motion carried unanimously (4-0). <br /> <br />C. PC#04-19. Ramsev County Public Works Facilitv. 1425 Paul Kirkwold Drive, SUP <br />Amendment <br /> <br />. <br /> <br />Mr. Hellegcrs stated applicant had requested a Special Use Permit (2nd) Amendment to allow for <br />installation of a year-round used oil collection site and a seasonal Housebold Hazardous Waste <br />collection site at tbe nortbwest comer of the applicant's property in Arden Hills. The applicant <br />was also seeking a materials variance for the used oil collection building. <br />
