TCAAP Update <br /> Ms. Wolfe stated amended instructions were sent to the two appraisers instructing each ofthem to <br /> appraise the excess property two ways, including wildlife corridor and proposed athletic field <br /> complex, and also appraising it not including those two areas. She stated they have set forth a <br /> proposed timeline for the appraisals on the City's side and she is waiting to hear back from the <br /> GSA as to their proposal for a timeline. She stated the City had proposed a month's time to <br /> complete this. She noted there has been a meeting scheduled at the end of November to discuss <br /> the Response Action Agreement. She stated they anticipated a discussion in the near future as to <br /> whether they should start moving forward with an interim agreement with the development team. <br /> Councilmember Holden asked if both appraisers would assume an access to the north and how <br /> would that play into the appraisal process. Ms. Wolfe stated it was discussed at great length, so <br /> she believes both appraisers are aware that currently there is no access from the north, and how <br /> they incorporate this into their appraisals, would depend on them. She noted this would be <br /> subject to negotiation if they were substantially different. <br /> . Mayor Aplikowski stated she had received some comments from residents as to why the Council <br /> had "dropped the ball a little bit on tbis". She asked if they should start introducing more <br /> discussions on this. Councilmember Larson stated he agreed they had lost some momentum and <br /> he did not see any good argument for not trying to move forward on some discussions now. He <br /> stated if development density was going to be an issue, they should discuss this. <br /> Mayor Aplikowski requested staff try to schedule a work session meeting for this type of a <br /> discussion between now and the first part of next year. Ms. Wolfe stated part of the discussion <br /> was on the work session agenda next week. <br /> Councilmember Rem stated they could get the public more informed as to where things are, what <br /> stagc they were at, as well as what came next. She suggested a couple of paragraphs in the City's <br /> newsletter as an update. <br /> Councilmembcr Grant stated they needed to set the expectations and remind people that they <br /> were dealing with governmental agencies at the Federal level, which are not known to move very <br /> quickly. He stated at this juncture, they not need to discuss densities, but rathcr focus on some of <br /> the basics, such as the appraisal process and coming to temlS with some of the larger items (i.e. <br /> pricc, access to Primer Tracer, how the Primer Tracer would be used, how things would be turned <br /> over to the City, etc.). <br /> . Councilmember Larson agreed they needed to make more progress on either turning around thc <br /> Primer Tracer area or getting access. <br /> - -- <br />
